- Organization(s) responsible
- Licensed electrical worker (LEW). LEW engaged by
consumer is responsible for the design,
installation, testing, inspection, commissioning
and maintenance of consumers electrical
installations. - Public Electricity Supplier. For the purpose of
turn-on of electricity supply, LEW shall certify
fitness of installation and submit the
certification to the public electricity supplier
who shall decide suitability for turn-on of
electricity supply.

- Energy Market Authority of Singapore (EMA). For
non-domestic electrical installations with load
capacity exceeding 45 kVA or electrical
installation in premises used for hazardous
trades, consumer shall obtain an electrical
installation licence to use or operate the
electrical installation from the Energy Market
Authority of Singapore. - ( Examples motor paintshops, wood-working or
saw- milling, petrol stations, paints and
petroleum products, and temporary supply for
building sites or engineering construction
works, etc. )

- Public or private sector
- Licensed Electrical Worker is a private
individual - Electricity Suppliers are private companies
- Energy Market Authority is a statutory board
- Voluntary or mandatory
- Only Licensed Electrical Worker is allowed to
carry out electrical work under the Act - Consumer is required to engage a licensed
electrical worker for electrical work

- Who pays for the inspection?
- Consumers pay the licensed electrical workers
for inspections - What requirements used?
- Inspection procedures shall follow CP 5 which
also state the relevant British Standards.
Some commonly used test reports are available
for licensed electrical workers, e.g. AC
pressure test, Primary and secondary injection
tests, etc. - For electrical installation used in
construction sites, monthly inspection
according to the requirements of CP 88 Pt 1.

- What arbitration or dispute settlement process?
- The licensed electrical worker is responsible for
his work and a complete set of the equipment
test reports is to be submitted to the
electricity supplier for information. The
electricity supplier has the authority to accept
or reject the test results and to determine the
compatibility of consumers electrical
installation for the purpose of connection to the
public electricity supply system.

- How is it done is there a prescribed process?
- If the public electricity supplier disagree for
an electrical installation to be connected to the
public electricity supply system, a letter
stating the defects will be issued to the
consumer otherwise electricity supply will be
turned-on to the consumers electrical
installation.

- Visual inspection? Measurements made as a part of
the inspection process? - The public electricity supplier will conduct a
site inspection and take critical measurements to
ensure compliance of CP 5 and compatibility of
the consumers electrical installation for the
purpose of connection to the public electricity
supply system.

- Frequency of inspection during construction
- After the installation has been connected to
electricity supply, a monthly inspection of the
installation is to be conducted by the licensed
electrical worker engaged by the consumer to take
charge of the electrical installation. - Any on-site testing?
- Yes, the requirement is stated in CP 88 Pt 1.

- Does product certification help the process?
- All electrical apparatus and accessories used in
any electrical installation shall comply with the
relevant Singapore Standards or International
Standards such as BS, IEC, etc. On-site testing
is to verify that these apparatus and accessories
are properly installed and complied with the
technical requirements of CP 5 and/or CP 88 Pt 1
to ensure public safety.

- Who is recognized as product certifier?
- All test laboratories registered with the
Singapore Accreditation Council (SAC) or
recognised by SAC under the Mutual Recognition
Agreement (MRA). - Any inspection on modification projects?
- Yes, any modification of electrical installation
shall be carried by the licensed electrical
worker in-charge who shall test and certify
fitness of the modified part of the installation
before it is connected to the main electrical
installation for receiving electricity supply.

- Legal penalties applicable
- It is an offence to use or operate an electrical
installation at construction site without a
valid installation licence. - Failure to submit monthly inspection report may
result in suspension of electrical installation
licence.

- Requirements to get electrical service from the
utility - Consumer shall engage a licensed electrical
worker to take charge of the design and
installation of the electrical installation and
submit an application for electricity supply to
the public electricity supplier through the
licensed electrical worker. Details of
procedures such as arrangement for meter fixing,
appointment for turn-on, etc. can be obtained
from the public electricity suppliers handbook.

- Record keeping requirements
- A complete set of the pre-commissioning test
reports shall be kept by the consumer and another
set shall be submitted to the public electricity
supplier. The test reports shall be produced as
and when required by the Energy Market Authority. - For electrical installation in service at
construction site, a copy of the monthly
inspection report shall be submitted to the
Energy Market Authority and another copy shall be
kept by the consumer. -

- Changes taking place in the process
- The consumer shall inform his appointed licensed
electrical worker of any proposed changes and the
LEW shall ensure that the changes made on the
installation comply with the relevant codes of
practice and regulations.
