- High Unemployment
- Low educational attainment
- Poor Health Status Indicators

- Oversight provided by County Commissioners (3)
who also serve as the Board of Health - 25 staff
- 1 lead supervisor and no other exempt staff
- Community and Environmental Health Programs
- Beginning of process subcontracted

would be used - Utilized the Pathways existing membership as the
core group - Utilized the Pathways vision
