What is NAEP?

• The National Assessment of Educational Progress
  (NAEP), also known as "the Nation's Report Card,"
  is the only nationally representative and
  continuing assessment of what America's students
  know and can do in various subject areas. Since
  1969, assessments have been conducted
  periodically in reading, mathematics, science,
  writing, U.S. history, civics, geography, and the
  arts.

What is NAEP?

• The Commissioner of Education Statistics, who
  heads the National Center for Education
  Statistics in the U.S. Department of Education,
  is responsible by law for carrying out the NAEP
  project.
• The National Assessment Governing Board,
  appointed by the Secretary of Education but
  independent of the department, governs the
  program.

What is NAEP?

• NAEP is not designed to report on the performance
  of individual students or schools instead, it
  assesses specific populations of in-school
  students (e.g., fourth-graders) or subgroups of
  these populations (e.g., female students,
  Hispanic students), reporting on their
  performance in selected academic areas.
• NAEP results are based on samples of these
  student populations of interest.

National NAEP

• National NAEP reports information for the nation
  and specific geographic regions of the country.
  It includes students drawn from both public and
  nonpublic schools and reports results for student
  achievement at grades 4, 8, and 12.

State NAEP

• Since 1990, NAEP assessments have also been
  conducted on the state level. Participating
  states receive assessment results that report on
  the performance of students in their state. The
  content of the State assessments are identical to
  the National NAEP assessments.

NAEP 2002 in Wisconsin

• Wisconsin is one of 47 states and jurisdictions
  that have agreed to participate in NAEP 2002.
• In 2002, State and National NAEP will be
  conducted in reading and writing at grades 4, 8,
  and 12. In a small number of schools, reading and
  mathematics field testing at grades 4 and 8 will
  also occur.

NAEP 2002 in Wisconsin

• The State assessment will involve approximately
  2,500 public school students per subject per
  grade in each state. These students will be
  selected from around 105 schools at each at
  grades 4 and 8. Approximately 20 schools will
  participate at grade 12.

Importance of district participation

• NAEP owes its success to the support from local
  educators whose schools are selected to
  participate. In fact, participation by the
  selected districts and schools is critical to
  ensure the public release of state-level data!

Contractor Administration of NAEP

• Districts will no longer be required to assign an
  individual to be responsible for the NAEP
  assessment instruments and for conducting the
  building-level assessments. Instead, Westat, the
  NAEP sampling and field administration
  subcontractor, will perform these duties, greatly
  reducing the burden on districts and schools.

Common Block Design

• Most NAEP assessments are reconfigured so that
  assessment instruments will adhere to a common
  block design resulting in a total assessment time
  of 90 minutes.

My School Website

• Each participating school will have access to an
  individualized My School website that will
  allow for rapid, accurate communication of
  information. Participating schools will be able
  to submit electronic files of eligible students
  directly to Westat via the My School website,
  further reducing their burden and eliminating
  transcription errors.

NAEP Data Tool

• Newly unveiled on the NAEP website,
  http//www.nces.ed.gov/nationsreportcard/, is a
  flexible, intuitive data tool that allows for the
  disaggregation of data and comparison of state
  and national NAEP subject-area results.
