considerations and proposals on how the European
Union best can handle strategic relations in
biotechnology and the life sciences related to
innovation, research, human capital, training,
infrastructures, public perception and ethical
issues.
10TGIR Activities
- EFB has received approval from the EC INCO
programme for the EFBIC (European Focus on
Biotechnology in China) project. - EFB is the pan-European organisation well placed
to facilitate broad interaction and collaboration
between Europe and China in innovation, research
and training in the field of biotechnology. - EFBIC is a joint programme between EFB (TGIR) and
CNCBD (Chinese National Centre for Biotechnology
Development)

18EFBIC Red
- Project acronym EFBIC Red
- EC Specific Support Action
- Duration 2 years April 1st 2007-March 31st 2009
19EFBIC Red Strategic Objectives
- To promote and facilitate the participation of
Chinese scientists in EU Framework Programme
consortia and EU scientists in Chinese research
programmes in relation to the current Life
Sciences, Genomics and Biotechnology for Health
Programme and appropriate subsequent Seventh
Framework Programme instruments in close
coordination with the European Commission - To monitor and evaluate the health research
policies of the EU and China and best cooperation
practices between them, especially as they relate
to the development of the EU Seventh Framework
Programme (FP7) and China's mid- and long-term
(10 to 20 year) strategy
20EFBIC Red Strategic Objectives
- To review the current state of knowledge in the
relevant science and technology of shared
interest and define strategies for the
application of this knowledge to selected
objectives of common purpose - To build on and extend the already-established
research and development networks, offices and
national contact points in the EU and China from
an earlier phase of EFBIC (European Focus on
Biotechnology with China) for RD cooperation.

24EFBIC Red Overall aim
- The overall aim of this project is the
establishment of new research collaborations of
urgent common interest in the life sciences,
genomics and biotechnology for health area with
collaborative EU-China networks and to build on
good relations and achievements established
during the earlier EFBIC programme. - Its purpose is to respond to the ever-growing
scientific and commercial importance of China for
the EU in the life sciences, genomics and

interests for collaboration. Its focus is both on
developing joint EU-China research and strategies
and on encouraging the participation of Chinese
scientists in EU Framework Programme research
consortia. - The project will review and define strategies in
this field and strengthen scientific cooperation
in the immediate and longer term between the EU
and China. It will be carried out in close
collaboration between the EFB (sponsored by the
European Commission), Europe Unlimited, FFG, APRE
and the CNCBD sponsored by MOST.
