Title: ITUR and USWP9C Activities

1
ITU-R and USWP9C Activities
  • John M. Goodman
  • USWP9C Chairman
  • Radio Propagation Services, Inc

2
WP9C Mission
  • WP9C is the ITU-R group that deals with HF
Fixed Service. In fact, it also addresses many
    other HF communication issues, even
    Maritime-Mobile and Aeronautical-Mobile.
  • Recent activity has dealt with
  • Adaptive HF Handbook
  • Channel Simulation
  • Dynamic Frequency Management
  • Modeling and Prediction Issues
  • Spectrum Issues

3
Membership in USWP9C
  • Anyone who has an interest
  • Current members (active )
  • J.M. Goodman ()
  • George Lane ()
  • Eric Johnson ()
  • Robert Jensen
  • Steve Elvy
  • Dave Murotake
  • Ken Wickwire
  • Jim Hoffmeyer
  • William Rummler
  • Dan Roesler

4
Urgent Call for Additional Active Members in
USWP9C
  • To work on some current issues that may be
relevant to the direction of adaptive HF system
    development or ALE technology exploitation
  • To examine technologies that are being considered
for sanction or standardization within ITU-R
  • ITU-R Recommendations can be useful (or harmful)
    to USA commercial interests
  • The ITU-R working groups plays a key role in the
modification and clarification of the Radio
    regulations
  • Contact John Goodman jm_good_at_cox.net

5
WP9C WP3L Synergy
  • WP9C deals with HF systems
  • WP3L deals with propagation, modeling and
    prediction

6
Agenda at Recent April 2002 Meeting of WP9C in
Geneva
  • Handbook on Adaptive HF Systems
  • Review of Rec. ITU-R F.1110
  • Simulation of the HF channel (joint with WP3L)
  • Review of Questions assigned
  • Liaison with other organizations in ITU-R
  • Review of input documents
  • Establishment of other sub-working groups

7
HF Handbook Chapters
  • 1. Introduction
  • 2. The Radio Regulatory Framework
  • 3. Adaptivity Techniques
  • 4. Propagation Environment
  • 5. System Engineering
  • 6. Use of Sounding and Channel Estimation
    Techniques
  • 7. Control, including ALE and ALM, taking into
Account Systems in use or Standardized
  • Annex 1 An Example of a Managed HF Network

8
DNR on Prediction Method for Adaptive HF System
Planning and Operation
  • The DNR was approved by WP9C in April, and is
likely to be approved as a new ITU-R
    recommendation (shortly).
  • It basically embraces existing ITU Rec. P.533,
but recommends consideration of the ITS suite of
programs (e.g., VOACAP, ICEPAC, and Rec533
models) for use in adaptive HF system planning
    and operation.
  • This was based upon a view that some deficiencies
in I/O and methodology may exist in ITU-R Rec.
    P.533
  • The DNR was brought to the attention of WP3L.
  • WP3L send WP9C a liaison statement asking WP9C to
send them a list of output parameters needed from
an updated REC533 so that they may advise WP9C
    appropriately.

9
Liaison Statement from WP3L to WP9C on Optimum
Operation of HF ALE Systems
  • WP3L submitted documentation in its May 2002
meeting that it wishes to be brought to the
attention of WP9C is a possible revision of
    F.613.
  • ITU-R Rec. F.613 is On the Use of Ionospheric
Channel Sounding Systems Operating in the Fixed
Service at Frequencies Below about 30 MHz.

10
REQUEST
  • That HFIA membership engage in the work of the
    ITU-R, including WP9C and WP3L. There is
interesting work to do, and much has a bearing on
the interest areas of the HFIA
  • The work includes participation in several
meetings this year (2002) in WDC in preparation
for subsequent meetings in Geneva (2003).
  • For USWP9C contact J.M. Goodman
    (jm_good_at_cox.net) For USWP3L contact Eldon
    Haakinson (ehaakinson_at_bldrdoc.gov)
