On Saturday July 21, 1883 at 400PM the
organizing committee of the Alliance française
met in Paris at 215 Saint-Germain blvd in
the Saint-Simon Circle, one of the rooms of the
Historical Society .

Historical background of the Alliance française
1883 Creation of the National Association for
the propagation of the French language in the
French colonies and abroad  under the aegis of
Pierre Foncin and Ambassador Paul
Cambon. 1884 Foundation of the Alliance
française of Paris (March 10). Renowned
individuals formed the Board of Directors
Ferdinand de Lesseps, Louis Pasteur, Ernest
Renan, Hippolyte Taine, Jules Verne, Ernest
Lavisse Committees were established in
Barcelona, Constantinople, Fes, London,
Tangiers, Tunis, Tokyo, Mexico 1886 State-approv
ed in January, the association directed its
attention towards North Africa, Latin America,
North America and the Far East. Its declared
mission was to develop French language
instruction and organize cultural events.

Historical background of the Alliance française
1889 Asia quickly joins the movement with the
creation of the first Alliance française in
India. 1890 On the occasion of the 10th
anniversary, a first congress was held. At that
time the Alliance française had 30 000 members,
about a hundred committees in France and
seventy-six committees abroad. In Paris, French
language classes started up for
foreigners. 1919 Opening of the practical school
of French language instruction at 101Raspail
boulevard in Paris. 1936 The Teaching French as
a Foreign Language Fair attracts thousands of
visitors to the Alliance française of Paris. 1940
The archives of the Alliance française are
confiscated by the Nazis and transported to
Berlin. 1943 On the occasion of the 60th
anniversary, General De Gaulle delivers an
historical speech in Algiers, where
he reaffirms the vocation of the Alliance
française.

1952 The Paris school is named the
International School of French language and
civilization. 1967 After renovations, the
building at 101Raspail blvd is heightened to two
stories. The Georges Duhamel center is
inaugurated. So, the school doubles its capacity
to accommodate students. 1979 Record year
during which 32 000 students register for courses
in Paris. 1983 Centenary celebration of the
Alliance attended by François Mitterrand, the
President of France. 2002 Creation of the
multimedia resource center at the Alliance
française of Paris. 2003 The Alliance has
centers in 130 countries and boasts 1072
associations around the world.

Pierre Foncin, first Secretary-General
(1883-1897)
Born May 2,1841. Historian-Geographer. In 1874
he becomes the Secretary of the Geographical
Society of Bordeaux. Aware of the problems
associated with colonization and of their effect
upon the status of the advancement of the local
population.
  • 1882 Head of secondary education with the
    Department and becomes chief inspector of
    schools.
  • 1883 Founds the Alliance française and remains
    secretary-general and director until 1897.
    Attaché for the development of the French
    language throughout the world, a sincerely
    secular assignment. He becomes president from
    1899 to 1914.
  • 1902-1903 Presides over the Secular French
    Mission.

Paul Cambon, founder (1843-1924)
French diplomat. Principal private secretary to
Jules Ferry. Diplomat in Tunisia (1882), and the
ambassador in Madrid (1886), Constantinople
(1891) and then London. Brother of Jules Cambon,
himself a diplomat and then the ambassador to the
United States (1897), Madrid as well as Berlin
(1907-1914) and signatory on the Treaty of
Versailles.
  • 1883 Chief-principal initiator in the
    foundation of the Alliance française.
  • He presides over the first Board of Directors in
    July at the Saint-Simon Circle.
  • He advocates the preservation and the expansion
    of Frances influence through the propagation its
    language.

Missions and vocations
  • The association known as the  Alliance
    française , established in 1883, has the mission
    to teach the French language around the world, to
    organize cultural events and to unite
    Francophiles everywhere.
  • To maintain or develop the practice of the French
    language and a taste for francophone cultures. It
    is not involved in any political or religious
    causes.
  • Its activities in addtion to its community status
    are important components for its success.
  • The Alliance française has a local community
    status and is governed by the laws of the country
    in which it has set up centers. Therefore the
    Alliance française is only considered  French 
    in France.

Creation of an Alliance française
  • Anyone wishing to set up a new Alliance française
    must make a request to the Alliance française of
    Paris.
  • Five main prerequisites
  • to collect the main support, first memberships,
  • appoint a provisional board of directors,
  • draft a bill of statutes,
  • establish a future-oriented budget and a
    financial plan,
  • plan pedagogical and cultural programming and
    find premises suited to the activities.
  • The Association can only be definitely set up
    after approval of the statutes by the Alliance
    française of Paris.

  • It falls to the initiators to convene the meeting
    of a constituent General Assembly which
  • drafts a bill of statutes for the new association
    within the general framework of statutes and
    regulations of the Alliance française of Paris
    while also taking into account local legislation.
  • Establishes a future-oriented budget and a
    financial plan which shows both the operational
    expenses which can not be reduced, and the
    revenue generated.
  • The Alliance française centers are
    self-sufficient associations governed by the
    local authority and morally bound to the Alliance
    française of Paris.

  • A file presenting the project in its entirety,
    accompanied by the French version of the statutes
    of the new association will be put together by
    the president of the provisional board of
    directors and sent to the Alliance française of
    Paris for review and approval by its board of
    directors, guarantor of the label Alliance
    française.
  • Only once notification of approval by the board
    of directors of the Alliance française is
    received may the new Alliance française center be
    considered lawfully established.
  • The new center must then be registered with the
    local authorities according to enforced
    legislation.
  • A newly launched Alliance française center must
    be able to ensure a balanced budget without
    external assistance unless it is a question of
    political will by the French government.

Activities, resources and support
  • Teaching of the French language
  • Developing French language courses that prepare
    students, as far as possible, for examinations
    and diplomas offered by the Alliance française of
    Paris.
  • Supporting higher French language education in
    national educational establishments
  • The circulation of books, documents and new
    information and communication technology
  • Distribution of French or Francophone cultural
    goods (texts, audiovisual materials or others)
    through the creation of appropriate facilities
    (librairies, resource centers, media centers,
    film clubs, galleries and theatres).
  • Participation in French and foreign cultural
    distribution networks.
  • Organization of cultural activities
  • Organization of French cultural events
    (performances, recitals, exhibitions, lectures,
    conferences,).
  • Meetings for recreational or promotional
    purposes.
  • Organization of tours for sight-seeing and to
    learn French in France or other French-speaking
    countries.

  • Financial resources
  • Membership fees (rate determined by the
    committee).
  • Donations and legacies given to the association.
  • Income generated by the services provided by the
    Alliance française(course registration fees,
    admission to the film club, to the library).
  • Possibility of grants allocated by the Department
    of Foreign Affairs (DGCID) through the agency of
    diplomatic appointments.
  • Support from the Alliance française of Paris
  • In certain situations and in agreement with the
    Department of Foreign Affairs, the secondment of
    a director, remunerated by France, in order to
    assure the daily management of the Alliance on
    the own responsibility of the Board of Directors.
  • Appraisal missions (undertaken by the Department
    of Foreign Affairs or the Alliance française of
    Paris) in the fields of education and finance can
    be organized.
  • Grants for advanced vocational training in France
    can be awarded to teachers and/or students at
    Alliance française centers abroad.
  • Cultural tours can be proposed.
  • Exhibitions and documentation can be put at the
    disposal of certain Alliance française centers.

The Alliance française of Paris at the heart of
the network
  • Since the beginning of the movement, the Alliance
    française of Paris has always played a
    deciding role
  • to guarantee the integrity, coherence and the
    durability of this large and diverse operation
  • to exercise prerogative that it alone holds since
    its creation to ensure that the statutes and the
    community operation are respected or, if
    required, to revoke its label from certain
    associations
  • to participate actively in recruting staff on
    secondment put at the disposal of the Alliance
    française centers and to follow up on the grants
    given to government-regulated Alliance française
    centers.

  • The Department of Foreign Affairs (MAE)
  • puts at the disposal of the Alliance française,
    financial and human resources, within the
    framework of cultural and linguistic policies set
    up by French diplomatic representation abroad.
  • can appoint and remunerate staff having the
    authority to carry out a mandate decided on by
    the Board of Directors of the Alliance Française
    of Paris, the duties of the Délégué général of
    the Alliance française of Paris.
  • The Alliance française of Paris
  • plays the role of expert, advisor, and activity
    organizer for the entire network in the fields of
    education and culture
  • The competition  Visions dEurope  (ex.
    European competition) for which the winners win a
    trip to Paris.
  •  La saga du français  (The French Saga),
     Paris .
  •  Centenary of the law 1901  exhibition about
    the Alliance française .
  • shares its experience by way of teacher training,
    its educational website and the organization of
    official examinations for certification.

  • The Alliance française of Paris organizes the
    international colloquium which, each year,
    reunites the directors, délégués généraux and
    presidents of Alliance française centers.
  • On this occasion, the International Relations
    Department (IRD)
  • makes known and elaborates (within the council of
    délégués généraux, the international advisory
    council and practical workshops) the main
    orientation of the network s policies,
  • presents key organizations and resource persons
    (contact individuals),
  • answers to the needs expressed by the
    participants.

  • The International Relations Department is
    presently working on two important projects
  • The distribution of an Alliance française
    directors manual which will collect all of the
    essential information to assist the Alliance
    Française directors during their mission.
  • The updating of the network directory 2003-2004
    which has proven to be very useful.

The French cultural network abroad
  • Composed of 267 French language teaching
    establishments which come under the Agency of
    French language teaching abroad (A.E.F.E.), of
    150 cultural centers and institutes and of 1072
    Alliance française centers, of which 784 are
    teaching centers.
  • Instrument of French diplomacy, the cultural
    establishments are tools of influence,
    partnership and cooperation.
  • Promoters of a cultural diversity based on
    universal values, their mission is to diffuse
    French and other francophone cultures as well as
    the French language, but also to aid the cultures
    of their partner countries.

  • They must become the platforms for a debate of
    ideas on the main social questions, a debate that
    scientific and technical education has to support
    and in which French positions must find their
    place.
  • In short, they secure a mission of French
    language instruction, cultural and artistic
    partnership, participation in the intellectual
    debate and cooperation with the partner country.

  • The cultural establishments contribute to the
    strategic influence lead by France and aimed at
    the élite in training.
  • For these establishments, the French courses
    constitute
  • a fundamental dimension of their activity,
  • a justified investment by the role of French in
    the larger strategy of cooperation lead by
    cultural section of the Embassy.
  • The cultural establishments must also act as a
    reference, with regards to French language
    instruction
  • research and innovation in the area of teaching,
  • to put specific resources at the disposal of
    others,
  • policies for exemplary certification,
  • to act as a showcase for computer assisted
    language learning accompanied by guidance
    teaching (tutoring).

centers
  • Mission in keeping with the French Embassy in
    each partner country.
  • Directors on secondment by the Department of
    Foreign Affairs and placed under the authority of
    the ambassador.
  • Secondary supervision   the Board of
    Directors and its president.
  • The establishments  programs must be developed
    in consultation with the Department of Cultural
    cooperation and initiative, their directors
    invited to the cultural sections meetings and
    combined with the yearly budget planning.
