What is it?
The FSSA is an allowance designed to increase the
BAS of a Marine by an amount that is intended to
remove the household of that Marine from
eligibility for benefits under the USDA Food

  • Who is eligible?

Eligibility is based on household size and
household gross income. If the income of a
Marine, together with the income of the rest of
the household, is within 130 of the U.S. poverty
line, that Marine is entitled to FSSA.

  • How do I determine my gross income?

A Marines gross income (pre-tax income) is
defined as Base Pay BAS BAH or Base Housing
equivalent cost OHA bonuses and all special
incentive pay OCOLA, CONUS COLA, FSA, Per Diem
and Clothing Allowances are, for the purpose of
determining FSSA eligibility, not considered part
of a Marines gross income

  • What is the size of my household?

Generally, a household is defined as spouses,
parents and their children (21 yrs old or
younger) who live together and customarily
purchase and prepare meals together for home
consumption. A single Marine can also be defined
as a household so long as that Marine purchases
food and prepares meals for home consumption
separate from others.

  • Now that I know my household gross income and
    size what do I do?

1. Go to the following website
https//www.dmdc.osd.mil/fssa 2. Once there read
the disclaimers and click the DMDC FSS link at
the bottom of the page. 3. You can login with
either the info requested or your CAC card. 4.
Once youve logged in a chart will appear. Find
your household size on the left and follow it
across to the corresponding monthly gross income
limit for where you live. 5. If your household
gross income is equal to or less than the monthly
income listed then you may qualify for FSSA.

First, read MARADMIN 204 / 01. This MARADMIN
describes in more detail the eligibility
requirements for FSSA. If after reading the
MARADMIN you still feel you qualify for FSSA make
an appointment with your local MCCS Financial
Management Counselor or your local IPAC in order
to certify your eligibility and apply for FSSA.

  • Is there anything else I should know?
  • You must annually re-certify your eligibility for
    FSSA.
  • By receiving FSSA you may become in-eligible for
    certain other programs such as WIC and subsidized
    school lunch programs.
  • FSSA payments will not exceed 500 per month.
