Suicide Prevention Plan
  • 2006
  • H.B. 186-Utah's Division of Substance Abuse and
    Mental Health would develop a statewide suicide
    prevention plan under a bill that passed the
    House
  • House Bill 186 would compile data from various
    state agencies, including statistics and
    information culled by the state's medical
    examiner, about suicide deaths and craft a plan
    to help head off the problem.
  • Utah has the highest suicide rate in the nation
    for young men between 14 and 21
  • Private or nonprofit social service groups in the
    community are working on prevention programs and
    the University of Utah has done some research,
    but the state should use its resources to help in
    the effort.

Tobacco Prevention
  • 2007 amendment Class B private clubs are
    licensed on or before May 15, 2006 or on or
    before May 15, 2006 and after May 15, 2006
    undergo a change in ownership and do not permit
    an individual under the age of 21 in the class B
    private club, unless the individual is active
    military are required to become smoke-free by
    January 1, 2009

Booster Seat
  • 2008
  • Children between the ages of five and eight, and
    under 57 inches tall, will have to sit on an
    approved booster seat when buckled up in a vehicle

  • Rep. Tim Cosgrove cited numerous studies that
    show that five-to-eight-year- olds often are so
    small that current seat belts don't fit them
    properly. They can be choked when a harness belt
    goes over their neck, or suffer severe injuries
    if they put the harness belt over their heads,
    and only wear a lap belt.
  • 2,100 were injured in Utah in automobile
    accidents in 2008

Prevention of Sexually Transmitted Diseases
  • H.B. 15 requires the Department of Health and
    local health departments to provide information
    to the public and health care professionals about
    the health consequences of untreated sexually
    transmitted diseases medical options for
    treatment of sexually transmitted diseases and
    services and medical benefits that are available
    for treatment of sexually transmitted diseases.

Cancer Screening and Mortality
  • H.B. 17 expands the Department of Health's
    breast cancer mortality reduction program to
    include other cancers identifies the program as
    the "Cancer Screening and Mortality Reduction
    Program" and deletes a reference to a mammogram
    quality assurance advisory committee which 21 no
    longer exists.

Pregnancy Education
  • H.B. 38 directs the Department of Health, to
    conduct a public education and outreach program
    to inform pregnant women, and women who may
    become pregnant, of the risk of using substances
    that are harmful during pregnancy, of treatment
    available to avoid or stop the use or abuse of
    these substances, and legal protections
    pertaining to this treatment

  • H.B. 87 repeals the provision that makes a
    safety belt violation for a person 19 years of
    age 13 or older enforceable only as a secondary
    action when the person is detained for another
    offense.

  • H.B. 104 defines an urban trail as a trail
    located in a county of the first or second class
  • establishes a one-time appropriation of 250,000
    to the Department of Natural Resources for grants
    to plan and develop urban trails
  • establishes a one-time appropriation of 250,000
    to the Department of Natural Resources for the
    Bonneville Shoreline Trail Program.

Substance Abuse
  • H.B. 316 requires a local substance abuse
    authority to ensure that all substance abuse
    treatment programs that receive public funds
    provide priority for admission to a pregnant
    woman or a pregnant minor
  • requires a local substance abuse authority to
    provide a comprehensive referral for interim
    services to a pregnant woman or pregnant minor
    that cannot be admitted for substance abuse
    treatment within 24 hours of the request for
    admission
  • provides that, if a substance abuse treatment
    program is not able to accept and admit a
    pregnant woman or pregnant minor within 48 hours
    of the time that request for admission is made,
    the local substance abuse authority shall contact
    the Division of Substance Abuse and Mental
    Health, which shall assist in providing services
    to the pregnant woman or pregnant minor

Health Insurance
  • H.B. 326 requires the Department of Health to
    keep enrollment in the Children's Health
    Insurance Program open so that an eligible child
    who applies for coverage under the Children's
    Health Insurance Program can enroll in the
    program
  • designates the appropriations to the Utah
    Children's Health Insurance Program as
    non-lapsing appropriations.

Tobacco Prevention
  • H.B. 355 reduces the state sales and use tax
    rate from 4.65 to 4.59
  • increases the cigarette tax by an amount
    equivalent to 50 cents per pack of 20 cigarettes
    (from 69.5 cents to 1.19½ per pack for
    cigarettes weighing not more than three pounds
    per thousand, and from 81.5 cents to 1.31½ per
    pack for 22 cigarettes weighing more than three
    pounds per thousand)
  • specifies that the lesser of 3,100,000 or the
    total amount of the tax increase shall be
    deposited annually in the Cigarette Tax
    Restricted Account and, as funds are available,
    appropriated to the Department of Health for
    cancer screening and the Gold Medal Schools
    Program updates the formula for appropriating
    revenue remaining in the Cigarette Tax Restricted
    Account at the end of the fiscal year
