  • Founded as an independent country on 1 January
    1993 (split of the former Czech and Slovak
    Federal Republic)
  • Since 1. May 2004 a member of the European Union.

    Slovakia
  • Very important role in the Slovak economy - about
    30 of GDP and about 46 of exports are produced
    by residents of the district of Bratislava.

    of economy expansion in time of
    industrialisation
  • Characterised by high energy intensity
  • Energy intensity of industrial production sectors
    has decreasing tendency, but still too high
    compared to other EU countries
  • Development and realisation of new, more
    effective energy technologies become necessary.
  • The structure of primary energy sources
    consumption in Slovakia
  • Relatively inconvenient and it isnt changing

  • Native fossil fuel sources share on total fuels
    consumption is 10 only

Basic procedure for the transposition of Dir
2006/32/EC in Slovakia
  • On 4th of July 2007 Slovak Government signed
    Energy Efficiency Strategy in SR as basic
    framework document for the field of energy
    efficiency, which also meets the requirements
    needed for implementation of directive
    2006/32/ES.
  • 2. The main implementation tools of the Strategy
    will be national energy efficiency action plans,
    which will be approved by the Government for the
    related period. Chosen measures and activities
    from the Strategy will bee specified and
    introduced in National EE AP for the years 2008
    to 2010 within the requirements of ESD.
  • The concrete targets and measures of EEAP have
    still not been definitely decided, documents have
    been in preparation process, government still has
    not made the decision.
  • It is expected, following the requirements for
    changes in legislation, that part or the whole
    directive will be transposed through new Law on
    energy efficiency, which is under preparation.

  • one of the obligations for SR as the EU member
    state is approximation of legal regulations,
  • certain EE obligations are following from the
    membership in other international institutions,
    e.g. Energy Charter Treaty, OECD, IEA,
  • other responsibilities have been set in different
    international agreements and treaties e.g. in the
    field of environment (Kyoto Protocol)

  • EE Strategy one of the top priorities of Energy
    policy of SR, which was signed in January 2006 by
    Government of SR,
  • The main objective of the strategy is
  • to reach continuous decrease of the energy
    intensity to the EU level
  • to build up motivating background for EE behavior
    of inhabitants and other stakeholders,
  • to support sustainable EE solutions and
    introduction of innovations and EE technologies
    in all sectors of national economy.

  • mission of the strategy is to help solving those
    questions, which can not be solved by internal
    energy market
  • inventory of current knowledge on energy saving
    potentials in particular sectors of Slovak
    economy,
  • identification of barriers,
  • design of the strategic goals and priorities,
  • definition of the energy savings measures, 
  • time planning of continual steps leading to
    achievement of set targets,
  • assurance of efficient implementation of proposed
    measures and their monitoring.

  • The basic objectives for SR in the area of
    greenhouse gases emissions resulting from the
    international conventions and contracts are the
    following
  • Reduce emissions of greenhouse gases in the years
    2008 2012 by 8 when compared to the year 1990
    (Kyoto protocol commitment),
  • Ensure further reduction of greenhouse gases
    emissions by 5 (goal for the second target
    period) ,
  • Achieve control over development of greenhouse
    gases emissions, by gradual reduction of the
    growth until stabilization in the period after
    2015,
  • In advance to develop a strategy for achieving
    reduction of greenhouse gases emissions.

  • The basic goal resulting from the strategy is
  • to reach annual savings of the final energy
    consumption on average by 4 135 TJ/year.
  • (This value equals to achievement of indicative
    goal following from Directive 2006/32/ES on
    energy services in the years 2008 2017, that is
    to reach savings in 9 years by 9 of the final
    energy consumption this quantification is made
    for the period of past 5 years /figures are for
    the years 2001 2005/.

  • General measures concerning increase of energy
    efficiency in SR
  • Develop a list of legislative and institutional
    measures, which will create possibilities
    enabling realization of measures focused on
    improving energy efficiency in particular
    economic sectors
  • Ensure efficient coordination of activities
    focused on implementation of EE measures by
    central and regional public authorities.
  • Proposal of supporting programmes, which include
    priorities and measures leading to energy
    efficiency support

  • Introduction of obligatory regional/local energy
    planning focused on energy efficiency and
    securing of their implementation monitoring,
  • Information campaign focused on increasing
    consumers awareness concerning energy
    efficiency, energy consumption and costs,
    accessibility and reliability of energy effective
    technologies, benefits resulting from savings,
    financing options for EE measures, etc.,
  • To support introduction of effective standards
    concerning energy consumption.

  • Directive 2006/32/ES some of the transposition
    issues in Slovakia
  • Article 4 Estimated goals
  • National transition indicative goal for the
    third year (2010) according to article 4
  • paragraph 2 of the directive is reaching
    cumulative saving 3 of final energy
  • consumption, meaning 12 405 TJ.
  • Overall national indicative target for energy
    savings for the ninth year (2016)
  • is 37 215 TJ.
  • It is expected, that the supervision of above
    mentioned framework will be carried out
  • by contributory organization of Ministry of
    economy (probably SIEA). This organization
  • will be also managing the monitoring and
    information system of energy efficiency on
  • the countrywide level.
  • Article 5 Shining example of a public sector
  • It has not been decided so far which measures
    from Appendix VI will be used to
  • apply the shining example (it will be probably
    set of measures under letters b), c) or d)
  • of the directive)
  • Supervision, management and integration of
    requirements will be most likely
  • carried out by SIEA.

  • Article 6 Energy distributors
  • monitoring and information system will be
    developed at a national level, including
    information from energy distributors in
    compliance with article 6 (1) ESD. It should be
    connected to already existing databases, as well
    as to cover new ones, which will be developed in
    connection with the implementation of Directive
    2002/91/ES (certification boilers and air
    conditioning). This system should be developed by
    the end of the year 2009.
  • It has not been decided yet, whether one or two
    requirements from the article 6 (2) will be
    selected, but it is assumed that Energy
    efficiency Fund aimed on financing measures in
    the area of EE will be developed. One of the
    financial resources of the Fund could be also
    contributions from energy distributors
    (possibility iii) stated in ESD).
  • It is assumed that by the end of the term EEAP
    2008 2010 analyses on application and proposal
    of white certificates system should be elaborated.

  • Article 7 Information availability
  • It is assumed that information campaigns focused
    on energy efficiency and related problems will be
    realized in SR.
  • Article 8 Qualification systems availability
  • It is assumed that energy audits will have
    institutional basis in the Act on Energy
    Efficiency, including education.
  • Article 9 Financial tools
  • It is assumed that contract templates (EPC)
    should be a part of regulations belonging to the
    Act on Energy Efficiency
  • Article 10 Tariffs
  • This article is in the competence of RONI

  • Article 11 Funds and financial mechanisms
  • It is assumed that Energy efficiency Fund will be
    developed based on separate act. Some programs
    and supporting mechanisms focused on energy
    savings would be realized through the Fund (i.e.
    energy services, audits, information campaigns,
    variety of subsidies, top-runner programs
    etc...).
  • Article 12 Energy audits
  • Energy audits should have institutional base in
    the Energy Efficiency Act, which would define
    energy audit, what it should cover, when it has
    to be done, by whom, and how to get the
    expertise.
  • Article 13 Measurement and billing of the
    consumption not decided yet
  • Article 14 Reporting
  • Energy efficiency action plan for the years 2008
    2010 is in the approval process.
