U.S. Demographics
  • In 1990, 51 of the 30.7 million foreign born
    population in the U.S were designated as ELLs
  • In 2006, there were 37.5 million foreign born
    individuals in U.S.
  • 25.3 entered U. S. in 2000 or later
  • Of these, 37.2 million are age 5 or above and
    52.4 are designated as ELLs

  • Georgia experienced the fifth largest absolute
    growth in foreign born population of all 50
    states
  • Gwinnett County experienced the 9th largest
    absolute growth in foreign born population among
    U.S. counties with an increase of 86,000

  • 160 school districts reported ELL students to
    Student Record in 2006
  • 2007 Student Record lists 83,212 ELL-Y and ELL-M
    students
  • In 2007 school districts reported 66,947 ELL
    students served

GA Professional Standards Commission
  • PSC records indicate that in 2000 , of 4,624
    teaching certificates with ESOL, only 404 were
    reported as working in the field of ESOL
  • In February 2008, PSC records indicate 7,420
    valid ESOL endorsements and 173 valid ESOL
    certificates

  • Title III ESOL makes TransACT available to every
    school district in Georgia
  • The ESOL Exchange newsletter highlights events
    and accomplishments of ELLs and ESOL teachers
    throughout Georgia and may be accessed on the
    ESOL website

  • ESOL Graduation Rule Guidance is currently in
    development and will be posted in the near future

    ESOL Coordinators with updated information and
    support
  • Information is available to ESOL Coordinators
    regarding Adjunct Testers to assist with ACCESS
    administration

  • Title III ESOL has developed 6 additional HS
    language acquisition courses, which subject to
    approval by the State Board of Education, will be
    implemented in 08-09

  • The department has partnered with CaseNEX and in
    collaboration with North Georgia State College
    University and SW Georgia RESA has offered the
    ESOL Endorsement on-line and via podcast to build
    capacity of ESOL teachers throughout the state
  • Within the past 18 months six cohorts have been
    formed and two cohorts have completed the
    endorsement

  • Title III ESOL is working collaboratively with
    the School Improvement Division to support
    quality teaching and learning through
  • GAPSS Analysis reviews
  • Graduation Coach training
  • Leadership Facilitator training
  • The department is collaborating with Georgia
    Standards.org to provide resources for ESOL
    teachers

  • In July 2007, GaDOE Title III ESOL and Metro RESA
    collaborated to provide SIOP training for
    teachers in the Title III Consortium and within
    the Metro RESA network
  • These teachers will receive training in Spring
    2008 to become teacher coaches in their
    respective school districts

  • Under NCLB, Title III is required to monitor
    school districts for compliance regarding
    identifying, serving, and assessing ELLs
  • The GaDOE Title III ESOL team has completed
    desk-top audits of all districts reporting ELL
    students
  • The first round of on-site monitoring visits to
    districts has been scheduled and is underway as
    required under NCLB

  • The Title III Consortium is in its second year of
    existence and currently includes 84 school
    districts
  • The consortium offers support to districts that
    otherwise would not qualify for Title III funding
  • Support includes instructional materials,
    professional learning opportunities and training
    for ESOL and content teachers, ACCESS and W-APT
    testing assistance

  • In Georgia
  • March 2008 marks the one year anniversary of the
    W-APT as the eligibility screener
  • 2008 is the 3rd year of ACCESS for ELLs
    administration
  • Research is currently underway at GaDOE to align
    ACCESS Composite Proficiency Levels with CRCT,
    EOCT and GHSGT

    Objectives (AMAO)
  • Required by US ED
  • Each state develops 2 of the 3 AMAO for state use
    within the constructs allowed by US ED
  • Progress
  • Attainment of Proficiency

  • US ED determined the 3rd AMAO
  • A district must meet AYP for the ELL subgroup
  • Georgia will use AMAO for reporting purposes only
    for 2007-08 year
  • Georgia AMAO will be reported at the district
    level, not the individual school level
  • US ED will issue guidance during 2008 which may
    require some revisions to state AMAO
