History

• Initiated in 1986 as the enhancement to Education
  of the Handicapped Law.
• In 1992 became Part H of the IDEA (Michigan fully
  implemented in 1993)
• In 1997 became Part C of the IDEA

Purpose

• The law is to ensure that eligible infants and
  toddlers (from birth to age three) and their
  families receive appropriate early intervention
  services.

Who Is Eligible?

• Any child under three years of age who has a
  developmental delay or a established condition
  that may lead to a developmental delay.
