6Former goals (for EIS reporting)
- Work with riparians and lake users to enhance
their understanding of watershed management and
inland lakes water quality issues - Help MI farmers improve nutrient management to
maintain and improve quality of ground and
surface water - Encourage protection of community groundwater
supplies through wellhead protection education in
collaboration with state agency personnel and
local communities - Improve onsite and decentralized wastewater
treatment and design by educating and training
health officials, consultants, engineers and
riparians - Encourage MI citizens to adopt or refine
practices to protect water quality on their
homesteads and in their communities - Improve citizen access to and understanding of
water quality information and expertise - Enhance links with other groups and organizations
working on water quality issues - Public Policy in this area
7Proposed goals for easier EIS reporting (1of2)
- Statewide Goals (what we want to achieve by doing
activities)Increase awareness of surface
water and groundwater resourcesIncrease
behaviors that protect the integrity of surface
water and groundwater resources Prevent
degradation of groundwater and surface water
resourcesImprove the integrity of groundwater
and surface water resources
8Proposed goals for easier EIS reporting (2of2)
- Enabling Goals (related to how we go about doing
things) Develop educational/outreach
materialsProvide trainingEmpower local
community leadersImprove citizen access to
water quality information and expertiseProvide
web-based water quality resourceEstablish
collaboration with other groups working on water
quality
9These goals can apply to any of the 4-Ps
- Programs/projects
- Products
- Professional development
- Proposals for AoE funding
10Applying the EIS logic model to get us there
- Be purposeful, scholarly and reflective
- Audience?
- Inputs (resources) needed?
- Outputs (4-P specific activities)?
- Short-term outcome?
- Intermediate-term outcome?
- Long-term outcome?

14A program exampleVolunteer Stream Monitoring
- Audience?
- Citizens interested in becoming volunteer stream
monitors - Short-term outcome? (awareness, behavior)
- Increased
- Knowledge of basic stream science and wq
parameters - Appreciation of good study design
- Ability to choose appropriate methods
- Skill in using a variety of methods
- Intermediate-term outcome? (behavior)
- Create a pool of volunteers to supplement and
sustain TMDL data needs - Contribute to research projects
- Performance and usability of a variety of
volunteer methods - Reliability of volunteer generated data at
various levels of training - Training and equipment recommendations (for
individuals, groups and MCWC) - Long-term outcome? (integrity)
- Credible volunteer generated data with the
potential to supplement professional data - Practice and policy changes
- Improved water quality
Missing Inputs and Outcomes
15A Professional development exampleMSUE Policy
In-Service
- Input time
- Output
- activity visit state capitol scheduled visits
with legislators on my own - factor time to work on my own to organize
apriori - participation me, MSUE peers, legislators,
legislative staff - factor other peoples schedules and availability
16Applicable State AoE Goal Prevent Degradation
- Outcomes/Impact (from EIS logic model)
- immediate understand the policy structure and
process (awareness) - indicator ability to identify key committees and
contacts for water quality policy - intermediate apply my understanding to AOE
activities (awareness, training, collaboration) - indicator ability to bring together AOE with key
staff/committee on particular issue e.g. water
withdrawal or stream discharge - long term transfer my knowledge to public for
decisionmaking (empower leaders/improve access) - indicator ability for public to explain and
utilize process to change water resource policy
17 A product example Water Quality AOE Web
Page
- Output
- - Design and creation of a functional web page
that is useful to the AOE, other AOEs and the
general public - Immediate Outcomes
- - Ready access to what AOE members are doing how
to get involved with AOE - Indicator number of hits, number of new members
on the list serve - Intermediate Outcomes
- - Build upon existing programs
- - Link with other projects within and between
states - Indicators interaction with manure AOE, MAEAP,
GWSP, Regional WQ team - Long-term outcomes
- - Portal to water quality information
educational materials - - Up to date web site of current projects
information - - Other groups link their web page to it
18Being reflective about the May 4-5, 2004
Volunteer Stream Monitoring program
- EIS logic model asks for Inputs and Outputs and
provides a framework for reflecting on what weve
done and how wed like to improve it. As the
organizers discussed changes wed like to see,
the additional inputs/resources needed become
more clear. - New Inputs (resources) to this program? Not sure
yet. - New Outputs (activities) from this program? What
do we want to change? - So far, we know for sure we want to rearrange the
WQ standards and parameters presentation and make
it more interactive. To do that we will need the
following resources (new inputs) - More time on the agenda
- Time to come up an interactive experience v. a
lecture experience - More visuals of examples of water quality
situations participants may encounter and relate
what parameters may be involved and how the
standards may apply to the situation. - Outcomes (does this change anything? For now)
- Short-term outcome? Increased
- Knowledge of basic stream science and wq
parameters - Appreciation of good study design
- Ability to choose appropriate methods
- Skill in using a variety of methods
- Understanding of how parameters and standards
apply to real world situations
