Aim

To align existing tourism qualifications with the
European Qualifications Framework (EQF)

Objectives of the EQF
  • By acting as a translation device, the EQF
  • enhances readability of qualifications
  • promotes geographical and labour market mobility
  • facilitates lifelong learning

The EQF-FRAME facilitates the referencing of
existing qualifications in the field of tourism
to the EQF

EQF based on learning outcomes
  • The EQF is designed as a meta-framework and
    neutral reference point for all European
    qualification systems.
  • The EQF is based on 8 common reference levels
    described through learning outcomes.

    characterise the 8 EQF levels are

AUSTRIA
  • Austrian NQF is still in progress.
  • Therefore, the national qualifications levels are
    not yet linked to the EQF levels.
  • The allocation of qualifications to the NQF will
    be based on learning outcomes.
  • For the scope of this project, a tentative
    alignment of tourism qualifications to the EQF
    was made.

In AUSTRIA
  • Tourism education starts at Secondary level and
    includes
  • Apprenticeship training (EQF 3 or 4)
  • School-based vocational training (EQF 3 or 4)
  • Advanced technical or vocational colleges provide
    tourism programmes of study at EQF level 5.
  • Tourism Diploma courses are provided at
    post-secondary level of education by a number of
    Institutes and Colleges (EQF level 5).
  • Bachelor and Master tourism programmes are
    provided by Universities of Applied Sciences and
    Other Universities (EQF 6 or 7).

GREECE
  • The Greek education and vocational systems are
    centralised and objectives oriented based on
    the specific educational curricula of each
    specialisation.
  • A learning outcomes approach has not yet been
    launched
  • Nonetheless each course is accompanied by an
    outline of the professional profile in terms of
    skills and competence.
  • Currently developing occupational profiles,
  • by stating the necessary qualifications for every
    profession and indicating ways for acquiring them
  • The process of laying down a NQF is still at a
    starting point.
  • For the scope of the EQF-FRAME, a tentative
    alignment of tourism qualifications to the EQF
    was made.

ITALY
  • In Italy, a Training Standard System has been set
    up (in July 1995) indicating guidelines for the
    development of Credit Units.
  • Credit units may vary according to the
    corresponding competence type
  • Training credit is the value attached to the
    competences acquired through a group of
    study/work experiences which can be in the form
    of formal or informal activities.
  • The credit-based system aims at guaranteeing
    life-long learning
  • A tentative alignment of tourism qualification to
    the EQF was made through E.L.S. Form taking into
    consideration the current Italian Education
    System (Moratti Reform) and the ISCED system

MALTA
  • NQF for lifelong learning was officially launched
    in July 2007
  • Maltas NVQ is based on an 8-Level System(based
    on EQF level descriptors and a learning outcomes
    approach focused on Occupational Standards in
    vocational training)

Maltese Tourism Qualifications Aligned to the EQF
1The Master of Arts in Cultural Heritage
Management is provided by Heritage Malta in
collaboration with the University of Malta and
the Institute of Conservation and Management of
Cultural Heritage.

SLOVENIA
  • In Slovenia the focus is shifting from a
    qualification approach towards a competence
    approach in developing Occupational Standards
  • The Slovenian system of qualifications consists
    of three sub-systems
  • Tourism programmes of study are classified under
    Klasius which forms the basis for the NQF.
  • For the scope of the EQF-FRAME, a tentative
    alignment to EQF levels have been made.

1. Qualifications obtained after completing
educational programmes at formal levels which end
with a certificate, diploma or any other document
of publicly recognised education
2. Certificate system of national vocational
qualification (NVQ) which enables the gaining of
working vocational or professional training and
recognition of non-formal knowledge with a
publicly recognised document
3. Further supplementary education which deepens
the knowledge and competence acquired by an
individual for life and work mobility

To conclude
  • Comparative Analysis reveals that
  • MALTA has aligned its qualifications in tourism
    studies to its NQF which is already pegged to the
    EQF.
  • ITALY (through E.L.S.FORM) have proposed an
    alignment of existing qualifications in tourism
    studies to the EQF.
  • AUSTRIA, GREECE, SLOVENIA and SPAIN have not yet
    aligned tourism qualifications to the EQF
    nonetheless, a tentative alignment has been made
    for the scope of the EQF-FRAME.
