Principal Objective of this Work
  • To fortify the prediagnosis and finally to obtain
    a definitive and approximated energy diagnosis to
    the reality.

Methodology Process Followed

  • The meetings took place in the offices of
    DEMEKAV and/or the offices of the different
    actors. In the discussions participated staff of
    DEMEKAV, the employees and representatives of
    private and public actors.
  • Problems encountered
  • There was a slow start in the beginning of the
    project because of lack of guidance and finances.
    As these matters are slowly overcome we are
    slowly catching up with the deadlines of each
    work package.

Explanation of previous experiences in the area
of sustainability Local Agenda 21 Sustainable
Development Plans Best Practice in Environment,
Participation in other European projects.
  • Although there is a great interest from the
    municipality of Volos to promote sustainable
    development by raising the issues of Agenda 21,
    there arent any specific documents focused on
    the Agenda or a list of common performance
    indicators. However, in the previous years there
    have been numerous actions which supported the
    objectives of Agenda 21.
  • In particular, the Municipality of Volos has
    participated in various trans-national projects
    through its municipal enterprises. The
    Municipality has signed the Aalborg Charter and
    it is an active member of the European Network of
    Sustainable Cities and Towns Campaign. Volos
    past experiences in trans-national cooperation
    are, among others SOCRATES ALERT II - about
    adult education on environmental issues, LIFE
    Local recycling - on recycling of wasted water
    and organic waste from households, Energy
    points and a DG ENV awareness-raising project on
    saving energy.

  • Other projects which DEMEKAV has been the leader
    and coordinator are

    program of 11, 5 million Euro co-financed by ERDF
    and ESF and implemented in the area of Volos
    Nea Ionia, where DEMEKAV was responsible for the
    overall co-ordination and implementation of

    promoting new employment opportunities, with a
    budget of 6,3 million Euro.

  • Results and Conclusions
  • The will to change attitude towards the energy
    consumption and production, using installations
    of energy efficiency and sources of renewable
    energy is obvious among all the representatives.
  • Natural gas has upgraded the energy efficiency of
    all buildings, where it is installed. Architects
    should consider when designing the buildings the
    possibility to install energy save installations.
    They are all interested to replace oil with
    natural gas for heating and warm water.
  • The local energy centre of Thessaly promotes
    alternative types of energy and of energy
    efficiency through research and implementation of
    good practices.

Drawbacks

    but situation is still far behind and is not yet

    lot of work to be done and all local and national

  • Establishment of more thematic tables.
  • The diagnosis results will be available in the
    website of DEMEKAV and in articles in local daily
    newspapers. We are going to include the
    conclusions of the questionnaires to inform the
    local public about the energy concern of the
    local authorities and the demands of the private
    sector.
  • Difficulties encountered
  • At the time being the municipality of Volos is
    undertaking major sorting and mergers of the
    municipality enterprises and departments. This
    made it very difficult to organize work tables
    from the right departments and enterprises as
    many of the pertinences are changing hands. This
    also effects the general public as it is
    difficult to find information about energy and
    environmental initiatives. The local energy
    centre of Thessaly at the moment is one of the
    very few centres that promotes alternative types
    of energy and of energy efficiency through
    research and implementation of good practices
    dissemination.

Needs and requirements to cover for the
implementation of energy policies.
  • The implementation of energy policies requires
    funding. The use of renewable energy requires a
    lot of expenses, as in Greece new technologies of
    renewable energy arent wide diffused, and the
    cost of such investments is sometimes
    prohibitive.
  • Another need for the promotion of energy policies
    is the awareness of people. Seminars and
    educational programmes that inform people about
    energy and environmental issues such as energy
    consumption, energy efficiency, sustainable
    development, etc. are needed in order to awake
    people and make them active members of the energy
    policies.

Items of interest for the implementation of
energy policies in Volos.
  • The main interest of energy policy for the city
    of Volos is the protection of the environment and
    the sustainable development. Cities nowadays have
    many environmental problems. The energy that is
    produced of non renewable sources, the irrational
    use of private cars, the lack of environmental
    education and information, lead to a behaviour
    that endorses the quality of the urban
    environment.
  • For the city of Volos there are many issues that
    must be solved. The city uses non renewable
    sources for the production of electricity. There
    is only one hydroelectric plant of small capacity
    and the production of biogas, which is used in a
    small scale. Priority is the use of renewable
    sources as the solar energy and the development
    and expanding of the utilization of hydroelectric
    energy and biogas. The city of Volos has already
    started the promotion of projects on the energy
    sector, as the municipal lighting that uses
    photovoltaic panels and saving energy bulbs.

  • Another issue is the traffic problem, especially
    at the commercial centre of the city. The traffic
    congestion causes many problems as the increase
    of gas emissions and noise pollution. Priority
    for the city is the creation of a centre for
    traffic control, in order to improve sustainable
    mobility. Volos policy in this sector includes
    the limitation of the use of private cars and
    simultaneously, the unobstructed circulation of
    public means of transport. However, there are
    more projects for the improvement of mobility in
    the city, as the creation of more pedestrian
    streets and streets of mild circulation.
  • Planning and buildings is a very important factor
    of sustainability. The city has already started
    to improve public buildings such as schools,
    through European programmes in collaboration with
    DEMEKAV. These projects include the use of saving
    energy bulbs, windows with double glaze, better
    insulation, planting, etc. The aim of these
    projects is to create sustainable and energy
    efficient buildings.
  • Of high interest is the promotion of information
    and education in environmental and energy issues.
    For the implementation of an energy policy is
    very important the awareness of people. It aims
    to the promotion of the citizen cooperation and
    the active participation of the actors implied in
    the generation and production, consumption and
    management of energy. To achieve this, the city
    of Volos is willing to promote projects and
    European programmes that diffuse the use of
    renewable energy and informs people about energy
    consumption and sustainable development.
