The antiquing of science data
  • The value of a missions data declines over time
  • Each data set has its own value-time profile
    half life
  • Attributes of value include retrievals / cites
    in publications / perception
  • Resources applied to preserving / maintaining
    antique data, documentation, associated tools
    needs to be proportional to the assessed value
  • A certain burden is implied on behalf of
    researchers working w/ antique data
  • The less valuable data may take more of the
    researchers resources to exploit
  • This is a dynamic that must be factored into the
    management of the long term archives

  • The permanent data authority needs to transform
    from
  • A collector of assorted mission data
  • To the manager of distributed data holdings
  • What does this mean?
  • The NSSDC enters into contractual arrangements
    with each of the resident and permanent archives
  • These archives do not have to be in B26 at GSFC
  • They can be assigned by agreement or competitive
    process
  • NSSDC can solicit for the re-assignment of these
    archives
  • The NSSDC becomes the auditor of the active,
    resident, and permanent archives
