Steps to Successful Stakeholder Involvement

• Identify key stakeholders
• Identify how to communicate with them or involve
  them
• Set up a stakeholder involvement process that
  will help you achieve your goal

Identify Key Stakeholders

• What is our goal? Obtaining an approved UAA
  LTCP
• Who could have either a positive or negative
  impact on our overall goal?
• Opinion leaders (neighborhood, environmental,
  clergy, business community)
• Industry (CEOs environmental managers)
• City-County Councillors state legislators
• Regulatory agency management staff
• News media
• Third-party spokespersons (academia, parks
  department, other city departments)

• What role will each key stakeholder play in the
  process?
• Advisor Providing advice, opinions or feedback
• Messenger/Opinion leader Reporting progress or
  opinions to others?
• Decision-maker Role in final decision?
• Financial provider Key ratepayer? Rate increase
  approval?
• How Best to Communicate/Involve Them?
• One-way Receive information at key points?
• Two-way Provide feedback at key points?
• Involvement Involved in a dialogue about options
  throughout the process?
• Design your outreach activities to help
  stakeholders fill their roles with minimum effort
  on their part

Advisory Committees

• Made up of key stakeholders willing to invest
  significant time in the issue
• Who to include neighborhood leaders,
  environmental activists, business/industry,
  construction/engineering community, health
  department, financial legal experts, utilities,
  elected official
• Any key person or organization who can either
  help you or stand in your way
• Establish a clear mission, role expectations
  for committee members
• Long-term Committee Establish staggered terms
  a regular meeting schedule

• Development and implementation of LTCP and UAA,
  including policies, goals and review of
  alternatives
• Scope Combined sewer overflows, sanitary sewers,
  septic conversion program
• Current Role Review comment on information
  provided to EPA and IDEM during negotiations
• Sometimes prior to regulatory review stream use
  survey questions, existing use submittal, ranking
  of options based on neighborhood impacts
• Sometimes after financial and rate analysis,
  cost-performance curves
