Title: Economic Impact of the Pesticide Registration Regulation

1
Economic Impact of the Pesticide Registration
Regulation
  • Paul Temple
  • Vice President
  • National Farmers Union (NFU) England and Wales

2
Some positives
  • Provisional authorization
  • 5 year derogation
  • Parallel trade
  • Extended data protection for minor uses
  • Mutual recognition
  • Single zone for seed treatments

3
PSD Impact AssessmentMay 2008
  • Commission Proposals
  • Could reduce cereal yields by 20-30 (if all
    triazoles lost)
  • Make it impossible to grow carrots, parsnips and
onions. Carrots estimated loss of 6,600/ha
  • Reduced oilseed rape yields due to lack of
    disease control options
  • Greater costs and increased resistance risk for
    blackgrass control in cereals

4
Parliament Position
  • Horticulture - no herbicide options for weed
control, many crops uneconomic to grow e.g vining
    peas, carrots.
  • Cereals - no chemical control of blackgrass, loss
of value 850/ha BYDV losses up to 2.5t/ha
equivalent to 300/ha further undermining of
cereal disease control with higher yield loss
    expected.
  • Sugar beet end of UK sugar beet industry (e.g
    BBRO report).
  • Potatoes unlikely to be able to grow seed
potatoes, ware yields severely reduced and very
    long rotations required.
  • The list goes on.
  • Overall disastrous effect production exported
out of EU, production declines, jobs lost, food
    security decreases

5
ADAS Report, June 2008
  • Percentage Yield Reductions for
  • Wheat and Field Brassicas
  • Commission Parliament
  • Yield Yield
  • reduction reduction
  • Wheat 29 81
  • Brassicas 25 78

6
Sean Rickard Report, Cranfield University
  • Price Increases Required to Restore Gross
    Margins
  • Wheat Commission - 32
  • Wheat Parliament - 135
  • Calabrese
  • Commission Position - 21
  • Parliament Position -236
  • Parliament proposal would add 9p to cost of a
    loaf of bread
  • and double cost of potatoes and brassicas

7
This is a Europe Wide Issue not just a UK Issue
  • Dutch Impact Assessment, October 2008
  • Decrease in Margin
  • Crop Council position Parliament position
  • Ware potatoes 14 31
  • Sugar Beet 18 68
  • Tulip bulbs 99 100
  • Tomatoes 27 85
  • PSD the anticipated loss of triazoles is
expected to have broadly similar impact to that
in the UK in much of northern Europe. The impact
of those proposals resulting in a loss of
insecticides would be expected to be more severe
    in southern Member States.

8
So MEPs
  • Vote for the Council Common Position
  • Refuse to accept any amendments which make the
    situation worse
  • Support any amendments which help with pesticide
    availability
  • Demand that an EU wide impact assessment is
carried out on the effects on production before
    the legislation is introduced
