    Guidance for the Implementation of NSR
    Requirement in PM2.5 Nonattainment Areas
  • Use PM10 as a surrogate for PM2.5
  • 100 tpy PTE as major source threshold
  • 1-to-1 emissions offsets
  • Source may quantify PM2.5 instead of PM10
