Existing Plans
  • About 10 counties have strategic plans
  • 15-20 more counties in process
  • 30-40 municipalities have plans
  • 4-5 state agencies have plans in place
  • State coordinator drafting first-ever plan for
    agency coordination and Commonwealth priorities.
  • PAMAP Implementation Plan just begun

  • USGS federal partner
  • statewide imagery, elevation and other data
    layers desired 3 year cycle for imagery planned,
    not guaranteed, state to pay for imagery and
    elevation
  • requires county data and updates
  • 40/sq mi one-time partnering incentive to
    counties
  • 2.1 M FY 04-05 currently, 1.5 M previously
  • data-centric modern digital base map

Census TIGER Modernization
  • Statewide roads to /- 25 foot accuracy
  • Master Address File update statewide
  • 110 Ground Control Points per county to test
    accuracy
  • Requires all data in-house to Census by Spring
    2006 for inclusion in 2010 census
  • Direct, historic interface to counties

FEMA Map Modernization
  • Nationwide project to upgrade flood hazard
    maps/DFIRM
  • 2008 target
  • Ortho-based mapping, local data desired
  • 4-foot contours needed in high risk areas
  • 30K planning grant to each state
  • Implementation grants available

Wireless E911 Implementation
  • 60M?/year funded by cell phone surcharge
  • PEMA is lead agency
  • Statewide plan in preparation now
  • Dispatch to coordinates requires consistent base
    map
  • County plans required to get funds allocated
  • Reimbursement for Phase 2 wireless build-outs and
    supporting functionality
  • Acceptable expenditures should include GIS

PA State Police IIMS
  • Modernized dispatch, records search, and
    reporting system.
  • Depends on commercial statewide road and address
    database for dispatch (GDT).
  • Desirable that later iterations utilize
    state-generated road and address network.

Regional Counter-Terrorism Task Forces
  • Multi-county efforts recognizing value of
    consistent and coordinated geospatial data across
    county lines
  • Potential support of innovative technologies
  • Potential support of standards testing and
    promotion.
  • DHS funding (20 state, 80 local funding) - 55M
    total for state in 2004
  • Some GIS activity, but mostly boots and suits

Regionalization
  • Spring 2004 Brookings report indicates fragmented
    government and brain-drain
  • Rendell administration and DCED are promoting
    regional efforts in community planning, policing,
    and more.
  • Grants for regional collaboratives possible

PA State GIS Coordinator
  • Position created October 2003
  • State agency draft plan by 12/31/04
  • Supporting PGDSS efforts
  • Working with the broader community
  • Commonwealth approach rather than a state agency
    approach
  • Collaboration with local governments
  • Won 2 DHS grants that will have local impact in
    2005 - 2.1M Weather and Geospatial Data
    Sharing through OGC web services
  • Supported by HR 882 in PA Legislature
  • as main point for federal contact
  • encouraging planning

  • Culmination of 5 years efforts!!!
  • Makes data sharing possible
  • Is the first effort undertaken by the Integrated
    PA Enterprise
  • Will define how standards evolve into the future.
  • Makes an Enterprise Plan logical
  • 15K FGDC grant matched by DCNR and BGT
