4DOD Participation Challenges in the National
Exercise Program
- Issue 08-003 DOD Participation Challenges in the
National Exercise Program (NEP) - Discussion
- a. Combatant command NEP participation
challenges Combatant command objectives often
cant be met or are compromised (in Tier I, CJCS
will provide his objectives and the recommended
level of combatant command play) lack of
synchronization across federal spectrum no
formal DoD process for combatant commands to
nominate command exercises for the 5-year NEP
exercise schedule (To be published in the revised
CEP CJCSI). JS will provide combatant commands
results of sub-PCC meetings (DONE). - b. 5-Year scheduling challenges in the NEP No
fidelity in future years for Tier I, II, or III
exercises info on state(s) and dates prohibits
future planning for required funding, resources
and forces (Jan 31, 2008 NEX scheduling
conference provided Tier I, II calendar for the
next two years, but lack specific dates) (Request
made to DHS for schedule fidelity. Request was
favorably received) - Endstate Improved joint training effectiveness
and efficiency as directed by Chairmans Joint
Training Guidance. Supported / supporting roles
IAW Plans / UCP. Staffs build relationships,
conduct realistic rehearsal with actual
counterparts. - POAM
- - Use WJTSC, deconfliction and combatant command
annual exercise conferences to link multiple
exercises, taking advantage of NEP to link
exercises / integrate mission areas to ensure
regional / mission area coverage (Formal DOD
exercise calendar input will be outlined in the
revised CSEP CJCSI) - - Support the development of a formal process
within DoD for combatant commands and Services to
nominate exercises (completeto be discussed at
Sep WJTSC) for inclusion in 5-year NEP Calendar
for Tier II and III exercises and determine level
of participation in NEP Tier I Exercises (will be
addressed in CSEP CJCS I) - OPR JS J7 JETD OCRs DHS, USNORTHCOM

6Use of Joint Live Virtual Constructive (JLVC)
Federation
- Issue 07-014 The Joint Live Virtual Constructive
(JLVC) Federation provides the most realistic
environment to align joint training with
combatant commander assigned missions,
requirements and constraints. The JLVC federation
is comprised of both Joint and Service
simulations and tools. - Discussion Current funding provides Joint
Theater Level Simulation (JTLS) as the standard
suite to support the Combatant Command Joint
Exercise Program (JEP), however, JTLS lacks the
capability to model high fidelity strategic to
tactical operations. This training shortfall was
noted in the Joint Staffs Training Capabilities
Analysis of Alternatives (TC AoA) Gaps 1-22.
JLVC addresses these gaps. Using the JLVC
federation is an option contingent upon
additional Combatant Commander funding for event
integration (CE2) as well as additional USJFCOM
Training Transformation (T2) funding for JLVC
development. Recent cuts to T2 RDTE need to be
addressed to provide sustained integration and
development funding streams. - Endstate Tailored / packaged use of JLVC in
combatant command exercises to meet specific
training objectives. - POAM Combatant Commands provide details on
which exercise(s) are most enhanced with the use
of JLVC. CE2 SLT allocates funding for JWFC
support (including JLVC) in accordance with CE2
business rules/processes. CE2 addresses only JLVC
integration/support for combatant command events
but not development of JLVC technical
enhancements in demand by combatant command
stakeholders. - OPRs JS J7 JETD, USJFCOM OCRs Combatant

7Missile Warning / Defense Systems Training
Capability
Issue 07-017 CCDRs require a distributed,
integrated, synthetic Missile Warning (MW) and
Ballistic Missile Defense (BMD) training and
exercise system using real world system
capabilities, scenarios and players. Discussion
a. Independent simulated MW and BMD training
architectural development between the Joint
Forces Command (JFCOM), Joint National Training
Capability (JNTC), Missile Defense Agencies (MDA)
Distributed Multi-Echelon Training System
(DMETS), and the MW community has resulted in
duplication of synthetic missile exercise and
training requirements for Combatant Commands,
Components, and Services. b. Currently the
synthetic MW/BMD training environment does not
integrate or support multi-tiered mission sets
involving elements/units operating at all tiers
within the training architecture. c. There is a
need for a comprehensive combined MW and
Integrated Air and Missile Defense (IAMD)
training system architecture that can provide
effective and efficient training for all Tiers
during unit or joint training exercises. Note
IAMD is currently a concept but needs to be
considered while this new capability is being
developed. Endstate A combined MW and IAMD
modeling and simulation architecture that
provides a "plug and play" capability that
facilitates growth and dynamic equipment
reconfigurations to simulate any/all elements,
reduce stand alone training systems / artificial
work-arounds, decreased costs associated with
employing and sustaining multiple training
platforms, and presents an accurate combined
MW/IAMD operational picture on the operational
systems. POAM USJFCOM, in partnership with
USSTRATCOM and other COCOMs, develop a Federated
MW/IAMD MS capability. OPR USSTRATCOM and

8Experimentation Testing (ET) in Joint Training
Issue 04-003 Lack of common DoD-wide process for
incorporation of ET into joint training.
Discussion DOTE engages multiple combatant
commands to search for venues. Short-notice
insertions disruptive to exercise planning. OSD
seeking to more effectively enable test activity
with joint context and reduce possible impact to
training audience. USJFCOM requires training
environment to assess capabilities such as DJC2,
SJFHQ. Joint context and resource limitations
require test and prototyping activity in
training. USJFCOM developed a manual for
integrating ET into USJFCOM sponsored and
supported training. Endstate Common policy and
supporting tools for incorporating ET activity

9Nuclear Weapons Accident Incident Exercise
(NUWAIX) Scheduling Management
Issue 08- 002 Control of NUWAIX Joint Event Life
Cycle and exercise budget should go to the
responsible Combatant Commander Discussion IAW
DOD Directive 3150.8, DOD Response to
Radiological Accidents, dated 13 Jun 1996,
Geographical Combatant Commanders (GCCs) shall
plan for, establish, maintain, and exercise
Response Task Forces (RTFs) to manage actions
required to respond to a radiological accident.
Furthermore, each responsible GCC shall conduct
an RTF exercise at least once each year. The
scope and duration of the exercise will be
determined by the sponsoring command. Currently,
the Assistant Secretary of Defense for Nuclear,
Chemical and Biological Defense Programs
(ASD(NCB)) conducts oversight of DODs response
capabilities by managing DODs national-level
exercise program the Defense Threat Reduction
Agency (DTRA) serves as the DOD lead for
coordinating DOD radiological accident response
planning, training and national-level exercises
with other Federal agencies and the Services
train and equip RTF forces to respond to
radiological accidents. CDR USNORTHCOM position
is that NUWAIXs need to be recognized as part of
the National Exercise Program (NEP) to ensure
full Interagency integration, and intends for
USNORTHCOM to be the lead in the planning and
execution of all NUWAIXs conducted in his
AOR. Endstate Policy is developed by ASD(NCB),
DTRA provides the responsible GCC technical
assistance with exercise design and control, and
the Services continue to train, equip and
exercise RTFs once per year as prescribed. The
responsible GCC has overall lead for the
scheduling, design and control of NUWAIXs in the
respective AOR. POAM USNORTHCOM receives an
appropriate portion of annual DOD NUWAIX budget
Services properly POM for their Title 10
responsibilities DTRA retains funding for NUWAIX
technical aspects in support of GCC exercise
requirements. DODI is being rewritten and OSD has
decided the funding will not transfer. OPR

10Exercise Scheduling and OPSTEMPO
Issue 08-007 Scheduling resources to support
combatant command events is challenging given
daily OPSTEMPO, personnel, fiscal, and time
constraints and multiple events executing during
the same period. Discussion Individual combatant
command exercises are planned and scheduled
without fully understanding the impact on
required supporting capabilities (i.e. airlift
assets, M S supporting systems, direct
personnel augmentation, JWFC support, etc).
Additionally, there is neither a mechanism to
deconflict between competing combatant
command/Service exercises, nor one to deconflict
with known operational surge periods that further
tax the same resources. No single scheduling
authority exists and individual exercises are
planned presuming they will be supported. USJFCOM
will have challenges supporting combatant
commands with appropriate resources to the level
required unless combatant commands are able to
move events or de-conflict requirements.
Endstate Exercise scheduling is synchronized
between Combatant Commanders taking into account
real-world constraints and demands/costs of
supporting JEP events. Combatant Commanders
Exercise Engagement (CE2) forum recognizes and
forwards solution for a deconfliction authority
with informed visibility of real-world operations
as well as joint and service exercise
requirements. This deconfliction authority will
be empowered to enforce calendar synchronization
across the joint training enterprise. USJFCOM
will provide best possible support based on
requirements and priorities. POAM Combatant
Commands review schedules and discuss with their
leadership and advise USJFCOM on their desires by
30 April 08 for FY09 issues and next WJTSC for
FY10 issues and CE2 Stakeholder Leadership Team
(SLT) should determine the proper course of
action for implementation of a coordinating
authority for resource deconfliction. OPRs

11National Transition Training Plan
Submitted by USNORTHCOM
Issue 08- 011 The National Exercise Program
(NEP) establishes a Transition Training Program
which implements key elements in the Federal
Interagency Heightened Alert Concept Plan
associated with a Period of Heightened Alert
(POHA) Discussion The Transition Training
Program is a quadrennial Presidential election
year cycle of NEP events designed to introduce
new and transitioning Principals of departments
and agencies and other key officials to existing
policies, plans, and capabilities, as well as
possible to identify potential shortfalls, based
on strategic estimates of threat and risk. It is
a series of briefings, seminars and exercises for
transitioning senior officials on USG policies
plans and capabilities for incident management
and crisis coordination. One goal of the
Transition Training Program is to motivate
intense, early interaction between principals of
departments and agencies and their emergency
program staffs (i.e. Ops Centers) that provide
them support within their organizations. The
Federal Interagency POHA Concept Plan is in final
coordination and represents a Federal Strategic
Plan for maintaining operational continuity
during the upcoming 2008-2009 Transition period.
The NEP Transition Training Program supports this
Concept Plan. No additional funding requirements
are expected other than those associated with
CEP/JEP exercises Endstate The culmination of
the NEP Transition Training Program is a capstone
NEP Tier I Exercise in July 2009 which will serve
as an immersive experience for the senior
officials. An expected outcome of the program is
senior-level questioning of both internal and
interagency processes. POAM As outlined

12Prioritization and De-confliction Of Combatant
Command Exercises
Submitted by USAF
Issue 08-014 No overall Synchronizing
authority to prioritize and re-conflict combatant
command Exercises Discussion Limited Service
resources (forces, funding, exercise support)
preclude the ability to support all combatant
command exercises, particularly JCS-sponsored.
Authority must be given to an agency that can
synchronize all combatant command exercises into
one prioritized list that the Services can use to
guide resource allocation. Without a list, the
Services will simply rack and stack based on
their own priorities. De-confliction of
exercises is linked to this as well. In the
past, major combatant command exercises (ex.
Terminal Fury, Foal Eagle, Austere Challenge)
have occurred back to back, limiting the
services ability to support. In the future,
exercises must be spaced further apart, moved, or
cancelled. De-confliction decisions of this
nature should be based on guidance. The
prioritized list of exercises can serve as that
guidance. And decisions based on that guidance
executed by the appointed synchronizing
authority. Recommend OSD/JS set the policy and
USJFCOM as the Joint Trainer be appointed
synchronizing authority. Endstate. OSD/JS
appoints USJFCOM as synchronizer of
JCS-sponsored combatant command exercises with a
charter to vet and produce a prioritized list of
JCS-sponsored combatant command exercises and a
fully de-conflicted JCS-sponsored combatant
command exercise schedule. OSD/JS publishes a
prioritized list of JCS-sponsored combatant
command exercises in the Programs Goals and
Objectives guidance as well as the Program
Execution Plan each fiscal year. POAM CE2 SLT
