Water vulnerability to climate change

• Vietnam is a region with large amount of
  uncertainty on the level of vulnerability to
  climate change (including institutional changes)
• Vietnam is also most vulnerable but climate
  impacts on the region are by far least understood
  in Asia
• Essential to consider the approach of the linking
• climate change adaptation and disaster risk
  management (as flooding) for sustainable
  development, which covers the nature of the
  political, economic and social changes
