  • Implementation at the European Level

3
Introduction
  • The success of e-Government and e-Democracy lies
in the development of an overall strategy
    bridging public institutions, international
    institutions, governments, regional and local
    authorities, universities, research centers,
think tanks, civil society and political leaders
with technology actors for a better use of
    Information Communication Technology tools
towards the advancement of modern public
    governance and democracy
  • Tomorrows challenge for European Leaders and
    Actors
  • A common European strategic vision in a
    multi-level governance framework

4
The 4 dimensions of public e-Governance
  • e-Government
  • The use of ICT to foster communication and
efficiency of the Public Sectors workflow
    processes (back-office) and relationship
management with external actors (e.g. Citizens,
Businesses, Civil Society). It also includes
    e-Administration.
  • e-Democracy
  • The new role of ICT in Information and in the
organization of Civil Society in relation with
the democratic process of government. It also
    includes e-Citizenship.

5
The 4 dimensions of public e-Governance
  • e-Politics
  • At the intersection of e-Government
    (Administration) and e-Democracy (Civil Society)
  • The new role of ICT to deliver civil society
actors a powerful combination of strategy, issue
    advocacy and cutting-edge web-technology services
to empower, activate, educate, and mobilize
citizens to achieve public affairs objectives
  • The concept of the Political Entrepreneur.

6
The 4 dimensions of public e-Governance
  • e-Diplomacy
  • The new role of ICT in a multi-governance
    framework (e.g. UN and EU)
  • The information and in the organization of
international civil society actors to achieve
    public affairs international and transnational
    objectives (e.g. conflict prevention and
management, governance of the Global Commons or
    transnational security threats)
  • Cyberspace is by essence a transnational
    environment of human interactions.

7
A Successful e-Strategy
  • Foster the 4 dimensions of modern public
governance in Cyberspace, while taking into
    account that
  • Cyberspace possesses its own methods of
    communication and interactions, mastering it
require a strategy that fits its nature
  • An e-Strategy needs to respond to the needs and
wants of the different actors of modern public
governance and democracy and the unique
    characteristics of the European vision
  • An efficient and flexible e-Strategy has to be
complementary and in phase with a global public
and political strategy to achieve its objectives
  • An e-Strategy needs to anticipate socio-political
and technological changes by being inclusive,
    sustainable, convergent, friendly and
    interactive.

8
A Successful e-StrategyImplementation at the
European Level
  • Creating a sustainable permanent consultation
framework bridging political, public and civil
actors with IT players, academia and citizens to
actively shape modern democracy governance in
    Cyberspace
  • To generate innovation and excellence in the
    different domains of electronic public
    governance
  • To provide common guidelines to adapt European
  • e-Strategies to future technological and
    socio-political changes.
