MOLDOVA
In 1998, Soros Foundation Moldova launched
a public opinion research program Barometer of
Public Opinion- with a view to promote correct
and transparent mechanisms of social-political
and economic life reflection and to ensure
access to information for the civil society.The
two first polls were carried out in 1998 by the
Centre for Urban and Regional Sociology and the
Institute for Marketing and Polls IMAS from
Bucharest in co-operation with SOCIO MOLDOVA from
Chisinau. In the framework of this program, the
Institute for Public Policy , supported
financially by Soros Foundation Moldova,
organized in August 2000 and in
January-February and November , 2001 three
national public opinion polls. To implement
successfully the program, the Institute has
selected, on the basis of an auction , the
following institutions August , 2000 the
Institute for Marketing and Polls ( IMAS) from
Bucharest and the Centre SOCIOMOLODVA from
Chisinau January-February, 2001 - the Centre for
Puiblic Opinion and Market Study (CSOP) from
Bucharest in co-operation with ILIGACIU SRL
from Chisinau November, 2001 the Centre for
Sociological, Politological and Psychological
Researches ( CIVIS) from Chisinau..The studies
were focused on the following issues political
options, rating of main political leaders and
political parties, living standards and life
quality, economic and social Government policy,
other issues of major interest. The results of
these polls were presented at press conferences.
Media, public opinion representatives and all
those interested had free access to the polls
results, including to its database. All materials
can be found at the IPP web-site
http//www.ipp.md Taking into consideration the
impact and the importance of such researches,
the Institute for Public Policy organized in
March-April,2002, a new public opinion poll
supported financially by Soros Foundation Moldova
and carried out by the Institute for Marketing
and Polls- IMAS Inc. from Chisinau. The results
of this poll are presented below. The program
Barometer of Public Opinion 2002 is supervised
by a Jury formed by Dr. Arcadie Barbarosie,
Executive Director of the Institute for Public
Policy (President), PhD. Ludmila Malcoci, PhD.
Victor Moraru, Dr. Constantin Marin, Dr. Ala
Belostecinic, Dr. Ion Stanciu. The program
administrator - the Institute for Public Policy-
is a non-profit , non-governmental organization.
Its goal is to encourage the development in the
Republic of Moldova of an open , participatory,
pluralist society, committed to the democratic
values through performing and supporting
researches and independent analyses of public
policies as well as through public debates and
wide dissemination of the results of such
researches. The activity of the Institute for
Public Policy is focussed on the following
fields reform of educational system, European
integration, solving the Transnistrian problem,
national defense and security, other issues of
major interest for the society. Public opinion
polls are supposed to be conducted in all these
fields. The Institute has collaboration
relations with similar institutions and
organizations in the public policy field from
many European countries with a view to exchange
information and expertise, to develop comparative

4Poll Methodology
- Amount of the Sample 1149 persons aged 18 and
more - Sample stratified, probabilistic, three-staged
- Stratification criteria
- 12 administrative-territorial units (ATU), livng
environment (urban-rural), size of urban
localities (2 types), type of rural localities
(centre of a commune/ included village) - The volumes of urban strata and of the total in a
ATU have been calculated proprotionally with the
number of the population, according to the data
provided by the Department of Statistics of the
Republic of Moldova - Randomness Stages
- I.The Locality within adjusted strata, the
selected localities (70) were established
randomly,on the basis of a table of aleatory
numbers. - II. The Family In each locality, a number of
sampling points was established so as to have a
maximum number of 7 interviews in each sampling
point. . Families to be interviewed have been
selected through the method of random itinerary
with a statistical step. - III. The Person If there were more than one
adult person in selected families, the person to
be interviewed was the one whose birthday was the
nearest. - Representativeness
- the sample is representative for the adult
population of the Republic of Moldova, excluding
Transnistria - error limit 3
- Period for data collection
- March,20-31, 2002. Interviews were taken at the
respondents place by the operators of
IMAS-Inc.network. - The questionnaire was formulated in Romanian and
Russian, the respondents having the possibility
to choose the version.In Gagauzian localities
were used operators who speak Gagauzian.
- The analysis of the structure of the sample
obtained in the field revealed the concordance
between the distribution of the population
according to the available statistical data and
those obtained, with the admissible statistical
devation. - A significant difference was registered in the
structure on age groups, view an
under-representation of young people (18-29 years
old).This deviation can have two explanations - The significant importance of young people who,
in fact, are out the country, working
abroad,temporary migration which cannot be
registered by official statistics. - It is generally more dificult to approach the
young people ( more often they are not at home).
As a result, in spite of methodological caution,
this category is under-represented through all
the survey. - To fill this gap, a results balance was done so
as the structure of the calculated sample
represents the average of the distribution
registered in official statistics and the one
obtained in the fieldd. So, the presented results
are balanced. The difference between balanced and
non-balanced results does not overpass 1 with
regard to any question. -
