What is eMaryland Marketplace?
  • eMaryland Marketplace is the State of Marylands
    online procurement portal which allows Maryland
    State agencies and other procuring entities
    authorized by the State, to procure goods and
    services from vendors who are currently
    registered as a part of the eMaryland Marketplace
    vendor community.

Who should use eMaryland Marketplace ?
  • During the 2008 Legislative session, a bill was
    introduced by Delegate Morhaim making it
    mandatory for all Maryland State Government
    agencies, County Government, Local Municipalities
    and Quasi-State Agencies to advertise or award
    solicitations of 25,000.00 or more on eMaryland
    Marketplace.
  • The bill became effective June 1, 2008.

How Does eMaryland Marketplace work?
  • National Institute of Government Purchasing
    (NIGP) commodity codes are used in the creation
    of solicitations.
  • Vendors whose profile has the same commodity
    code(s) in common with those used to create
    solicitations are notified via email of bid
    opportunities in eMM.

Creating and Publishing a Solicitation
  • There are six (6) steps to creating and
    publishing a solicitation in eMaryland
    Marketplace the majority of solicitations
    created use only four of the six steps.
  • The sequence number and title of each step is
    provided on each page as you advance through the
    process.

1. Header Page
  • Provides pertinent information relative to your
    solicitation
  • Solicitation Title
  • Solicitation Type
  • Due Date and Time
  • Response Type

2. Contact Information
  • Person who is contacted regarding questions
    about solicitation.
  • Contact persons information is usually obtained
    from eMM registration.

3. Solicitation Lines
  • The solicitation lines contain the content of the
    solicitation
  • The Commodity Code
  • Quantity
  • Unit of Measure (UoM)
  • Specs (Type no more in the specs field than what
    would typed in a classified ad of a newspaper be
    brief, but specific)

4. Delivery
  • Similar to the contact information, the delivery
    information is imported from the eMM
    registration.
  • If necessary, the delivery information can be
    changed here or during the solicitation review.

5. Forms and Attachments
  • Allows for important documents to be attached to
    the solicitation
  • Blue Prints
  • Bid Affidavit
  • Bid Specs
  • Pre-bid Notice

6. Bidder List
  • The Bidder List provides a list of vendors who,
    based on their commodity code profile, are able
    to bid on the solicitation.
  • Vendors MBE/SBR status is provided.
  • The Buyer can add a vendor to the Bidder List if
    the vendor is registered with eMaryland
    Marketplace.

7. Solicitation Review
  • Solicitation review gives you the opportunity to
    review, and if necessary, make modifications to
    the solicitation prior to publishing.
  • Clicking any of the burgundy lines will take you
    to the step in the solicitation associated with
    that line. After the changes are made, clicking
    the update button at the bottom of the page saves
    the changes and takes you back to the
    solicitation and review page.

Publishing or Saving the Solicitation
  • After reviewing the solicitation, you may either
    save or publish the solicitation
  • To publish the solicitation, simply click the
    publish button and it will be sent to all of the
    vendors listed on the bidder list.
  • To save the solicitation in order to publish
    and/or review at a later date, click the save
    button and it will be saved under Solicitations
    Create/Publish which can be accessed from the
    main menu when you login to your desk top.

eMM Fees
  • Per the Maryland State Department of Budget and
    Management (DBM) memo dated March 15, 2007,
    eMaryland Marketplace fees have been eliminated
    for contracts awarded on or after July 1, 2007.
  • Please consult memo for additional related
    information including exceptions.

  • How Do I Get eMaryland Marketplace Training ?
  • eMaryland Marketplace training is offered on
    two platforms
  • Quarterly Training
  • Training is offered quarterly through the
    Maryland State Department of General Services. An
    announcement for the training is emailed to
    Maryland Buyers and Procurement Officers in
    advance with a request to register via return
    email by a designated date.
  • Regional Training
  • Regional training is available to agencies for
    whom quarterly training is not conducive.
    Regional training requires agreement to
    stipulations prior to training. For stipulations,
    please see class instructor.

  • How Do I Obtain an eMM Login I.D. and Password?
  • An agencys eMM Administrator can obtain the eMM
    registration form, instructions and sample
    registration form from the eMM helpdesk. Each
    employee to be registered as a user on behalf of
    an agency can be registered on the same
    registration form. When the registration form has
    been completed, it should be forwarded to the eMM
    helpdesk for processing.
  • Each registered user will receive an email
    confirmation once their registration has been
    processed.

  • What if I forget my login i.d. and or password
    ?
  • You may contact the eMaryland Marketplace
    helpdesk and request that your password be reset.
  • How do I change my password?
  • Once you log on to your desk top, delete the
    current password from the password field and type
    in the new password. Complete the process by
    scrolling to the bottom of the page and clicking
    update.
