A scope of practice and qualifications

• A scope can be described in any way the Board
  thinks
• fit, including one or more of the following ways
  and
• reference to
• a name or form of words that is commonly
• understood by those who work in the health sector
• an area of science or learning
• tasks commonly performed
• illnesses or conditions to be diagnosed, treated,
• or managed.
• Qualifications must be prescribed
• for every scope of practice that the authority
  describes.

Prescribing new scopes of practice

• Points made in the Ministry of Health HPCA Act
  review report
• Scopes of practice need to be defined so that
  they protect public health and safety, not
  respond to professional preferences.
• Broad scopes of practice rather than narrow ones
  enable flexibility and therefore are more likely
  to be compatible with protection of public
  safety.
• Scopes and the linked qualifications should be
  set at the minimum needed to protect public
  safety.

Prescribing new scopes of practice

• From the HPCA Act review continued
• Boards must ensure when setting scopes that
  practitioners are able to move between scopes of
  practice, for example if they gain more training
• Boards must consult widely and openly with all
  stakeholders including other Boards, the Ministry
  and employers and not have predetermined
  positions on new scopes.
• Boards should base their decisions on the best
  available evidence including experiences of other
  Boards and professions.

Kaupapa Maori

• There have been requests for a recognition
• of Kaupapa Maori.
• This could be done by
• A scope of practice
• A pathway to registration
• Through clinical or cultural competencies

A Kaupapa Maori scope

• Needs to include services and area of learning,
  tasks that a psychotherapist cannot carry out
  within the current psychotherapist scopes of
  practice - section 11(2) .
• May not restrict others from working with Maori.
• May not impose undue costs or restrictions on the
  profession.
• The fee would need to cover Board
  work/disciplinary levy

• Needs a qualification as set out in section 12
  that is
• A degree or diploma from a educational
  institution accredited by the Board
• A degree or course of studies accredited by the
  Board
• Be a pass in an examination set or approved by
  the Board
• Experience in the type of health services of a
  practical kind.
• Would need wide consultation.

A Kaupapa Maori Pathway

• A kaupapa Maori pathway could use current scopes
  of practice with a way to gain the current
  qualifications or a different qualification .
• The scope would need a qualification as set out
  in (Section 12) i.e. one that
• Is a degree or diploma from a educational
  institution accredited by the Board
• Is a degree or course of studies accredited by
  the Board
• Be a pass in an examination set or approved by
  the Board
• Experience in the type of health services of a
  practical kind.

• The qualification would need be such that it
  protects public health and safety and is of a
  comparable standard.
• A new pathway would need to be consulted on
  widely.
