2002-03 Funds
  • Approved as carryover in the 2003-04 school year
  • MUST have been spent by Sept. 30, 2004
  • MUST be included in the End-of-year reports for
    2003-04
  • List of balances for Title II and Title V
    available on homepage for those programs

Closing out 2003-04
  • End-of-year status reports were due Oct. 31
  • Reports from all NCLB programs in the
    Consolidated Application must be approved before
    2004-05 application amended to add any available
    carryover
  • GMS will send an email to authorized
    representative to amend

Reports of Expenditures
  • Report expenditures through September
  • Tydings Amendment
  • Consistency in all NCLB programs
  • Submit all program reports at the same time if
    using REAP-FLEX or Section 6123
  • Report the transaction level, not the summary
    level of expenditures

Competitive Grants
  • Need to submit expenditures through September
    also
  • USDE will not allow draw downs of funds from
    grants awarded to the State in July of 2003 after
    December 31st.

2004-05 Applications
  • Good progress goal is to have all approved by
    end of December
  • Applications must be approved before any
    carryover funds can be amended
  • Continuation activities can be funded before
    approval, new activities should wait for an
    approved application

Consortia/Cooperatives
  • Planning form last Spring asked districts to
    identify membership in an ESU or other consortia
    in the GMS for 2005-06
  • Title III - minimum grant requirement to operate
    programs 10,000 - Limited English Proficient
    5,000 - Immigrant Aid
  • Title IV (Safe and Drug Free) Under 500 must
    join a consortia or use REAP-FLEX

Approval Process
  • 14 reviewers see Contact Us on each page of the
    application
  • Single point of contact first time for
    reviewers to approve other programs
  • Comments in the Reviewers Checklist (if returned)

  • When data entry people submit an application,
    it is submitted to the Authorized Representative
  • Only the Authorized Representative can Submit
    to NDE

Reclaiming Funds
  • Email notice sent to all districts and ESUs
  • Applications or intent to apply by November 15th
  • Districts only need to apply if they have
    retained any funds
  • Funds reclaimed are reallocated with the next
    round of allocations for 2005-06

Payments in the GMS System
  • Proposed timeline start in January 2005
  • Regularly scheduled payments for salaries and
    benefits
  • District requests for reimbursement no oftener
    than once a month
  • The GMS system will notify you when reports are
    due for reimbursements

Reimbursement Payments
  • Can request reimbursement of any amount
  • If 100 of approved amount, submit supporting
    documentation and receive payment of 100
  • If requesting less than 100, no more than 50 of
    approved amount will be paid without supporting
    documentation

Title I Schools
  • Any schools or districts identified as being in
    need of improvement will be contacted by the
    Title I office in December to arrange a site
    visit
  • Meet with the staff, review plans and provide
    assistance
  • Schools are eligible for accountability funds
