• TransPAC has a criteria and process for network
  authorization. Requests are project-based.
  Authorizations are by institution
• Primary focus of TranPAC is vAI inter-operation
  with TransPAC-authorized APAN institutions
• If a vPIs use of TransPAC becomes so great as to
  adversely affect the usefulness of TransPAC to
  vAI, the vPI should contribute funding for
  additional bandwidth

• Measurements are the important tool to insure
  that the resource is used fairly
• TransPAC and APAN provide symmetric,
  collaborative single point of contact in US and
  AP to apply for end-to-end routing permissions
