Objective To improve governance in four thematic
areas, namely
  • The political focus area (to strengthen
    stability)
  • The economic focus area (to promote growth and
    sustainable development)
  • The social focus area (to promote social reforms
    and human development)
  • The corporate focus area (to improve corporate
    governance).

Good governance represents
  • An internal expectation
  • A basic condition for development
  • A claim by the people and a wish by the
    continents leaders to whom we precisely owe the
    creation and operation of a mechanism likely to
    reinforce transparency and promote partnership
    between the countries of the continent.

NEPAD GOOD GOVERNANCE
  • Good governance and the best way to implement it
    in each country is one of NEPADs primary
    objectives as well as to accelerate sub-regional
    and continental economic integration.

Self-assessment process is
  • Global (the 4 focus areas of governance)
  • Rigorous (normative frame) and
  • Transparent and participative (Civil Society).

BASIC STEPS
  • Preparation of Country Self Assessment Report
    (CSAR) and a National Programme of Action (NPoA)
    under the leadership of the National Focal Point
  • There must be a validation exercise before both
    CSAR NPoA is finalized
  • Country visit by the CRT and consultations to
    reach a consensus especially on the most
    difficult issues.

CSAR
  • Desk research is conducted
  • Questionnaire administered
  • Draft report is produced
  • Draft NPoA is generated
  • Both draft NPoA and Questionnaire is subject to
    validation by stakeholders
  • Final CSAR produced

VALIDATION
  • WHAT DOES IT MEAN TO VALIDATE THE REPORT?
  • What is being measured in the first place?
  • Attitudes? Opinions?
  • How should CA be validated? By whom? And withion
    which framework?

The Validation Process
  • The drafting of the report
  • Contents of the report
  • The gaps in governance identified- how true are
    these? How real are these? How might these be
    corrected?
  • How do we validate?
  • Can we be involved without invitation?
  • What is the framework for validation?

QUESTIONNAIRE CONTENT, INTENT AND METHODOLOGY
  • The questionnaire is not definitive, but
    indicative
  • It provides a framework within which we can
    assess our current reality with regard to the
    codes and standards
  • We must domesticate sections through modification
    of the questionnaire.

QUESTIONNAIRE CONTENT, INTENT AND METHODOLOGY
  • In practical terms the questionnaire must be
    redrafted for different stakeholders, groups and
    levels of government to ensure relevance,
    comprehensiveness and rigour in application.
  • Need to distinguish between objective questions
    and subjective questions dealing with perceptions
    and opinions and possibly recast subjective
    questions in survey format.
  • Any section or question that is deleted should be
    explained

  • Selective empirical approach
  • One constitutionally recognised LGA in only one
    of the three Senatorial Districts per State as
    the base sampling unit, which is the designated
    target survey LGA for all the TRIs in the four
    thematic areas of survey
  • 2 LGAs per geo-political zone

Challenges to be subdued
  • What criteria should be used in defining the
    stakeholders?
  • How do we ensure that the various zones interest
    and issue areas are covered?
  • Is it possible to achieve a link between national
    process, state and local government including the
    communities?
  • How do you deal with the literacy challenge?
