1. Provide profile and strategic context for
International Aid and Development Business (IADB)
activity by
  • including IADB activity in agency strategic and
    operational plans and reporting (as a subset of
    trade strategy objectives, targets and
    activities)
  • auditing the agencys stock of IP and expertise
    that is relevant to demand in the IADB arena
  • developing targeted promotional material
    highlighting these capacities
  • implementing strategies to ensure that
    Queensland, Australian and, where appropriate,
    international IADB project management firms are
    aware of this intellectual property and
    expertise
  • ensuring all relevant parts of the agency are
    aware of IADB activity and their potential role
    in it
  • reporting against IADB activities in documents
    such as Ministerial Program Statement and annual
    reports.

2. Provide an organisational home for IADB
activity within the agency by establishing a
central point that provides
  • coordination across the agency
  • one point of contact on IADB issues for both
    external and internal stakeholders
  • the capacity to coordinate reporting on IADB
    activities.

3. Establish a business culture, including HR
terms and conditions, that
  • facilitates reasonable access for IADB project
    management firms to expertise within the agency
  • ensures that staff can move out of the agency
    into IADB activity and back into the agency
    without penalty in terms of
  • career advancement
  • entitlements (leave, etc)
  • appropriate remuneration for staff involved in
    IADB activity, particularly overseas
  • have in place robust risk management procedures
    and can make informed operational decisions on
    the basis of risk assessment
  • ensuring that positions vacated because of IADB
    activity are filled and the related duties are
    performed (services are delivered)
  • encourages the registration of relevant staff
    with international development agencies
  • encourages staff to serve on expert panels and
    advisory groups with AusAID and other IDAs.

4. Conduct IADB activity so that it is in
balance with the delivery of core services and
increases the agencys capacity to deliver core
services in Qld by
  • ensuring that all resources used in IADB
    activities are fully and appropriately costed
  • structuring involvement in IADB activity so that,
    at worst there is no net cost to the agency
  • ensuring skills developed by staff involved in
    IADB activity are utilised to enhance the
    capacity of the agency to deliver core services
  • ensuring agencies are rewarded for successful
    participation in IADB activity.
