2Purpose
- To significantly improve pupil achievement
in public high schools - To ensure that pupils who graduate from public
high schools can demonstrate grade-level
competency in the states academic content
standards for reading, writing, and mathematics - To provide state and federal accountability data
3General Information
- Beginning with the 2005-06 school year, each
pupil completing grade 12 in California is
required to successfully pass the CAHSEE as a
condition of receiving a diploma of graduation or
a condition of graduation from high school. - All students graduating in the 2005-06 school
year will have to satisfy the CAHSEE requirement. - The class of 2006 will test for the first time in
February and March 2004 as tenth graders.
4General Information (continued)
- The first opportunity students have to take the
CAHSEE is in grade 10. - Students have up to 5 additional opportunities
throughout high school to pass the CAHSEE. - Students may only retake the portion(s) of the
exam not previously passed. - There are no exemptions or opt-outs.
5Class of 2004 or 2005
- In July 2003, SBE delayed consequence date of
exam to the 2005-2006 school year - Students in the classes of 2004 and 2005 who do
not graduate before July 1, 2005, have received
adequate notice and must complete the CAHSEE
requirement to receive a high school diploma in
the 2005-06 school year

- Districts may administer the Disclosed Test Form
to students in the classes of 2004 and 2005 who
have not passed both parts of the CAHSEE - Districts may provide the Certificate of
Accomplishment and/or CAHSEE seal for students in
the classes of 2004 and 2005 who have passed both
parts of the CAHSEE
7Changes in 2004
- The following are changes to the CAHSEE
- A reduction in the length of the exam
- A reduction in the testing time
- Revisions to the exam blueprints
- All July testing cancelled
8Revised English-Language Arts (ELA) Blueprint
- 80 test questions (reduced total number)
- 72 operational multiple-choice items (80)
- 1 operational writing task (20)
- 7 field-test multiple-choice items
- 6 strands
- Word analysis (reduced from 10 to 7 questions)
- Reading comprehension (reduced from 24 to 18)
- Literary response and analysis (reduced from 24
to 20) - Writing strategies (increased from 11 to 12)
- Writing conventions (increased from 13 to 15)
- Writing applications (reduced from 2 to 1)
9Revised Math Blueprint
- 80 operational and 12 field-test questions (no
change in total) - Changes at strand level
- Statistics, data analysis, and probability
- Grade 6 Standard 1.1 (increased from 1 to 3)
- Grade 7 Standard 1.3 (reduced from 2 to 0)
- Mathematical reasoning
- Grade 7 Standard 2.1 (increased from 1 to 2)
- Grade 7 Standard 3.1 (reduced from 1 to 0)
10Test Opportunities
- Grade 10 Census
- February or March with either March or May as
grade 10 makeup for students absent during Census
administration - Repeat test takers

apportionment - Full Payment 3.00 for each student tested and
answer document returned with complete

15NCLB and AYP
- CAHSEE is the NCLB high school test of core
knowledge for math and ELA - To assess AYP for high schools, all students in
Grade 10 are required to be tested - Demographic data for all significant subgroups is
necessary for AYP

- Submit an answer document for all grade 10
students enrolled in February/March - Provide makeup opportunity for absent students in

(score) or I-coded (invalidated), but not A-coded

18Coding for students who did not attempt
- If a student answers fewer than 5 questions on
either portion of the CAHSEE - Grid S for score in the Score Code field on
page 1 of the answer document - Answer document still is scanned and scored
- Score report shows not attempted
- Score is not counted in the tally of CAHSEE
pass/not pass scores - Score is counted for AYP purposes
19Students with Exceptional Needs
- Students with disabilities must be allowed to
take the CAHSEE with any accommodations or
modifications specified in their IEP or Section
504 plan for use on the exam, in standardized
testing, or during classroom instruction and
assessment. - The CAPA will not satisfy the CAHSEE requirement
for purposes of obtaining a high school diploma.
A CAHSEE answer document must be submitted for
all grade 10 students assessed with CAPA for AYP
participation.

- English Learners shall have testing variations if
regularly used in the classroom - The matrix for the Special Education
Accommodations/Modifications for California
Statewide Assessments on the CDE Web site is
currently being reviewed and updated
21Senate Bill 964 Study
- This study will
- Assess options for alternatives to the CAHSEE for
students with exceptional needs to be eligible
for a high school diploma - Make recommendations about graduation
requirements and assessments - The study, by an independent consultant, must be
completed by May 1, 2005.

- The SB 964 report must
- Recommend options for graduation requirements and
assessments, if any, for students with an
Individualized Education Program (IEP) or Section
504 Plan - Identify provisions of state and federal laws and
regulations that are relevant to graduation
requirements and assessments for students with an
IEP or Section 504 Plan and - Recommend steps, to the extent necessary, to
bring California into compliance with state and
federal laws and regulations.
