Title: PHHP and NIH Stimulus Funding

1
PHHP and NIH Stimulus Funding
  • February 26, 2009

2
American Recovery and Reinvestment Act of 2009
  • 10.4 billion added to NIH budget
  • Total allocation must be obligated by September
    30, 2010
  • Focus on demonstrating an economic impact
  • Creation of jobs
  • Positive economic impact on communities
  • Unprecedented reporting requirements
  • Quarterly expenditure reports

3
Background
  • NIHs current annual budget is 28B
  • 90 of budget is allocated to extramural funding
through its 27 Institutes and Centers
  • Average time from grant submission to grant award
    is 9 months
  • NIH grant award system is not well suited to
rapid review and funding of a very large increase
    in applications

4
Allocation of the Stimulus Funds
  • 1B to NCRR for extramural renovation/repairs and
    new construction
  • 500M for NIH campus facilities
  • 400M for comparative effectiveness research
  • 300M for shared instrumentation
  • 8.2B to scientific research priorities
  • 7.4B to Institutes and Centers
  • 800M to NIH Directors discretionary fund

5
FY07 Funding of Largest Institutes
  • NCI 4.5B
  • NIAID 4.0B
  • NHLBI 2.5B
  • NIGMS 1.5B
  • NIDDK 1.5B
  • NINDS 1.0B
  • NIMH 1.0B
  • NICHD 1.0B
  • NIA 900M

6
Distribution Categories
  • Existing unfunded RO1 applications
  • Review of FY08 and FY09 applications
  • Suitability for 2 years of funding
  • Supplementation of currently funded grants
  • Administrative supplements
  • Competitive supplements
  • Challenge grants
  • Specific target areas identified by Institutes
  • 1 to 2 years of funding

7
Administrative Supplements
  • RO1s with gt 1 year of funding remaining
  • No change in Specific Aims
  • Funding to enhance accomplishment of Specific
    Aims previously approved
  • Does not require additional peer review
  • Review is conducted internally by NIH staff
  • Rapid review and funding is expected

8
Competitive Supplements
  • Addition of new Specific Aim(s)
  • Requires external peer review
  • May be done by phone or internet review
  • Time to complete peer review may be substantial
  • Expected to have higher chances of funding
    compared with new applications

9
Challenge Grants
  • Must directly address targeted research problem
  • May be funded for 1 or 2 years
  • 500K per year (1M total max)
  • Not an RO1
  • Not renewable
  • No-cost extensions will not be permitted

10
Shared Instrument Grants
  • Minimum of 3 PIs with active RO1s (RO3s and R21s
    do not qualify)
  • Instrument/equipment must cost 100K to 500K
  • Instrument/equipment should reside in a core
area rather than in one PIs lab
  • Institutional commitment to maintenance
    required
  • Next deadline is March 23, 2009

11
Other Considerations
  • Each Institute will have considerable latitude in
how it sets priorities and procedures for funding
  • Most reviews are likely to be conducted via
    internet by small review panels
  • Economic impact will be a funding consideration
  • Institutes may fund applications out of order
based on economic impact (job creation)
  • Earliest applications will have greatest chance
    of funding
  • NIH will attempt to allocate up to half of all
funds in the next 7 months

12
Next Steps
  • Apply for stimulus funding if you believe it will
    help advance your research program
  • The standard NIH applications mechanisms will
    still remain in effect
  • Consider which stimulus funding mechanism is best
    suited to your research objectives
  • Read the weekly NIH notices for details of
    stimulus funding priorities and procedures
  • Contact NIH Project Officers for advice before
    submitting an application
  • Use the PHHP Grant Work Group for feedback on
    application ideas
