• 30 Afghan narcotics transit through Northern
  Route
• Of those, an estimated 90 are trafficked through
  Tajikistan
• 835 mile border with Afghanistan
• U.S.-Mexico border is slightly twice as long at
  1,951 miles.
• Longest Afghan border of all Central Asian
  countries.
• Tajiks have ethnic and linguistic ties to Afghans
• Tajik, Dari, and Farsi are very similar.
• Afghan traffickers can easily blend into Tajik
  society.
• Tajikistan is the poorest CIS country
• One of the poorest countries in the world (204th
  ppp rank).
• Per capita income is 252.
• Purchasing power parity is 1,200 (compare to
  Haiti at 1,600).

• DCA is widely considered uncorrupt.
• The U.S. enjoys excellent relations with all
  major law enforcement and security agencies
  including Border Guards, Ministry of Interior,
  Ministry of Security.
• FY 2005 INCLE Supplemental (9 million) provided
  a significant funding boost and much-needed
  support for the SCBP.

  provides CN, surveillance, and other specialized
  equipment and training for SCBP
• SCBP academy refurbishment, training center
  expansion
• Provided food and fuel assistance for 2006-2007
• Drug Control Agency - 2.5 million
• Provided salary supplements, mobile unit team
  equipment, training
• IOM Anti-TIP - 700,000
• Establishes shelter for victims of trafficking,
  job training, medical assistance
• Legislation project works to improve legislation

  currently under consideration
• Would provide much-needed funding for remaining
  border posts.
• Program Challenges
• At least 27 border posts on the Tajik-Afghan
  border remain in need of repair, and full
  equipment replacement and road improvements for
  logistics.
