  • Any employer under N.J.A.C. 71G-1.2
  • any industrial facility under N.J.A.C. 71k-1.5
  • That is subject to reporting to the federal
    Emergency Planning and Community Right to Know
    Act (EPCRA), Section 313, Toxic Release Inventory
    (TRI)

  • The facility must list any reportable substances
    under the TRI that reach the New Jersey limit
    (10,000 pounds) in the
