Who Needs to have Plan?

• Any employer under N.J.A.C. 71G-1.2
• any industrial facility under N.J.A.C. 71k-1.5
• That is subject to reporting to the federal
  Emergency Planning and Community Right to Know
  Act (EPCRA), Section 313, Toxic Release Inventory
  (TRI)

Other Requirements

• The facility must list any reportable substances
  under the TRI that reach the New Jersey limit
  (10,000 pounds) in the
• Pollution Prevention Plan
• Pollution Plan Summary and,
• RPPR
• A list of the substances that must be reported

Difference Between the P2 Plan and P2 Summary

• Another documented that must be submitted is a P2
  Progress Report that is included in RPPR which is
  submitted annually

• Section A General Facility Information
• Section B Facilitys 5-year reduction goals for
  each hazardous substance at the facility
• Section C Information on production process
  that uses hazardous substance and produces
  non-product output (NPO)
• Section D Facilitys 5-year reduction goals for
  processes

• Determine the quantities of hazardous substances
  that each process uses, generates as NPO or
  releases.
