  provided by the contractor
• The SLOC count and factors were then reviewed by
  the review team for believability
• Use automated code generation made a large
  difference in this estimate.

• Used NAFCOM model to verify PRICE model
• Ran tertiary model in SEER-H to further assess
  the effort
• Scrubbed all inputs with the review team at the
  input level (a very painful process).
• Researched great observatories for definition on
  programmatic cost in full cost environment
