• A conglomeration of service-unique networks,
  systems, infrastructure, and operational
  practices (e.g., COMSEC, IA) that have
  unsystematically evolved over the course of
  multiple contingencies
• Significantly constrained bandwidth is
  preventing effective application of C2ISR,
  expensive commercialization, and lack of cost
  effective bandwidth management
• Extreme applications footprint redundant,
  home grown applications with duplicative
  functionality in use
• Information sharing between DoD Components,
  critical COIs, and other US Government Agencies,
  Coalition Partners, and mission partners is
  fractured, complex, and expensive
• Lack of real-time, software driven RF spectrum
  awareness is preventing effective C2ISR
• Current Service-centric C4 requirements,
  acquisition, funding, and force posturing
  processes are not agile and do not optimally
  support the current OPTEMPO
