• The State Strategic plan will provide the vision,
  framework and strategies
• for the development of a statewide
  "telecommunication" infrastructure to
• support business, education, economic, and
  community development
• throughout the state of Arizona.
• We define the citizens as end-users such as
• State and local governments.
• Business and industry.
• Libraries and nonprofit organizations.
• Education.
• Health Care and Social Services, etc
• Residents.

• Remove barriers and develop market-driven
  strategies.
• Where no market-driven solution can be found,
  identify ways in which communities and the state
  can fill-in the gaps.
• Define voice, video and data applications that
  ride over the infrastructure.
• Define strategies to bridge The Digital Divide.
• Assist local communities in development and
  implementation. (Urban Rural)
• The strategic plan focuses on the needs and
  services not purely on the type of technology.
  (Education Awareness)
• The strategic plan offers a framework to be
  used by all end-users.
• The creation of the strategic plan should be
  viewed as a tool.
• Complementary to the other ATIC work committees
  and AZ initiatives.
• Institute measurement tools in the process
  (internal this group SP implementation).

• Set tasks (Today 7/02).
• Inventory previous and on-going Arizona
  initiatives. (1st draft complete, updates
  currently on-going).
• Assemble an internal SP work group in order to
  review the entity document resulting from the
  previous activity. The outcome of this internal
  SP work group should produce a priority list on
  interesting initiatives to contact. (Group should
  have made its recommendations by mid March 02)
• Compile a list of initiatives/institutions
  persons to contact.
• Perform a need gap analysis (Completed by
  April/May 02).
• Create a project plan with milestones
  deliverables (1st March 02)
• Redraft and finalize the current work document
  (1st March 02).
• All SP committee documents on-line available (1st
  March 02).
