INSTALLATION MANAGEMENT FY03 FUNDING ISSUES ROCK
DRILL
  • Purpose
  • To facilitate attainment of TIM vision while
    maintaining flexibility to
  • redirect resources when necessary through a
    process model. The Rock Drill
  • was designed to 
  • Obtain a common understanding of the process by
    all key stakeholders
  • Validate the process model through the use of
    vignettes
  • Obtain a consensus among stakeholders

  • Process Model Validated
  • Garrison commanders, region directors, and IMA
    have authority to cross-level within BOS/SRM
  • Requests for additional funds will be processed
    through two channels
  • from Mission Commanders through MACOM
  • from Garrison Commanders through Region Director
  • HQDA will publish formal policy and procedures
    for processing requirements within ARSTAF and
    designate who has the decision authority in the
    executive office of HQDA (EOH)
