  • Already current skills gaps / skills shortages
  • Massive growth in output and employment forecast
    over the next 8 years
  • Realisation that workforce must be developed to
    support the 1 p.a. increase in participation
    London 2012 outcomes

  • Currently 88,900 employees 31 rise to
    117,000 by 2014
  • Currently 68 are jobs in sport and recreation
  • 28 of companies have current staff with skills
    gaps - the skills most in need of improvement are
    basic computer / IT skills, communications and
    sport specific technical skills
  • Half of all employers have had vacancies this
    year
  • 37 of vacancies were hard-to-fill, the
    majority attributed to skills shortages (lack of
    skills, qualifications or experience)

  • National Drivers
  • Sport England are committed to providing a
    community sport legacy to the 2012 Olympic and
    Paralympic Games
  • SkillsActive have developed a Sector Skills
    Agreement (SSA) setting out national priority
    skills issues that employers have identified as
    critical to ensuring the future growth and
    sustainability of the sector
  • The SSA is also an agreement for DfES, LSC, DTI,
    RDA, etc, as to how they will allocate their
    funding to the sector

  • Workforce Development Planning
  • The purpose of a county plan is to identify and
    address the training, development and educational
    needs of the current and future workforce to
    deliver the key aims and objectives of the Active
    Surrey Sports Partnership and its members
  • Need to know which jobs are required at which
    level in order to support growth
  • Collating information thats already been
    collected locally, regionally and nationally and
    setting up a process to collect outstanding
    information

  • By March 2007, if we can work together to
    produce a robust, credible WFD plan we will be
    able to access our share of
  • 5m regional Building Capacities lottery cash
  • 3m regional European Social Fund money
  • ?m county Learning Skills Council funding

  • What is it?
  • Up to 5m of Sport England lottery funding
  • Funding allocated solely to Workforce
    Development
  • Applications will be made annually through the
    Active Surrey Sports Partnership over the next 3
    years
  • TNAs will identify specific training needs of
    individuals and we can pull down funding (NB
    partner funding required, approx 60)
  • Process still being finalised but all linked to
    submission of a Surrey Workforce Development plan

  • Training Needs Analyses of SDOs
  • NGBs LAs talking to clubs through Clubmark /
    ASCA to identify coach requirements
  • TNAs of Community Sports Coaches / inducted AS
    coaches
  • TNAs of County Mentors
  • TNAs of PE Teachers, SSCos, PLTs
  • SYG Officials requirements
  • Regional Research
  • Club audits / affiliations
  • SCC leading on WFD for Family Services
  • Audit of local, county awards for workforce

  • Whats been happening?
  • National Governing Bodies (NGBs) are also being
    engaged and supported to promote individual WFD
    plans to support their national whole sport / one
    stop plans
  • These national plans will focus on national and
    regional employees and volunteers
  • Each NGB will also have to input into each
    county WFD plan to address needs of local
    workforce and to benefit from lottery, ESF or LSC
    funding. For example, to support, coach
    education courses, this will focus on what sort
    of training or qualifications are needed and at
    which level

  • What should we do?
  • Start thinking about your local workforce and
    assess their needs use the SkillsActive TNA
    template
  • TNAs for ALL staff incl facility staff,
    administrators support staff
  • Engage with private companies (coaching, health
    clubs, physios, etc)
  • Work with Safeguarding Boards (LSCBs) equity
    organisations in order to meet safeguarding and
    equity training needs
  • Imperative that all SPORTS CLUBS, voluntary
    orgs, local authorities, education providers,
    health agencies and private companies involved in
    sport complete the Workforce Survey 2007 which
    has been sent out this week now online at
    www.activesurrey.com

  • What should we do?
  • Organisational Needs Analysis with your
    current team can you achieve your aims?
  • What does your organisation need to continue at
    current levels or in order to expand?
  • We need to make sure there is a system in place
    to collect information about future needs of the
    local community we must embed this into ALL
    organisations to maintain an accurate and up to
    date picture of our workforce needs so we can
    effectively plan and target resources to meet
    these needs (e.g. annual TNAs of staff or audit
    your clubs when they affiliate)
  • Start thinking about funding we require 21
    funding for CIF how can we maximise existing
    funding and find new sources?
