  • Role of partners/technical assistance in The
    Global Fund cycle
  • 1. Proposal development and review
  • To date most technical assistance has been
    provided in this area, directed towards CCM,
    mainly to Ministries of Health.
  • A challenge is to ensure access to technical
    assistance to local NGOs and other local
    partners, in view of getting their components
    accepted as an integral part of the CCM
    proposals. This process should be strengthened in
    some countries
  • Information gap on resources and availability of
    technical expertise.
  • Lack of coordination among partners/technical
    assistance providers.
  • Timeframe to prepare proposals is viewed as short
    especially since countries had to review/cost
    national strategic plans, identify gaps and
    implementing partners for incorporation into the
    proposals.

2. Implementation - Late requests for technical
assistance to kick off the implementation
process (development of implementation plans,
procurement plans). - Capacity
building/technical assistance needs are often
cumbersome to identify and agree upon. -
Agencies and partners who can provide technical
assistance are diverse (e.g. UN agencies,
bilateral/multilateral orgs). - Some noted
reluctance on behalf of PRs to procure services
for technical assistance. - Grant management
systems of national PR is often
lacking/insufficient. This is delaying the
process and it is currently being established.
PRs grant management capacity needs to be
strengthened and NGOs/CBOs need to be supported
in proposals development. Further guidance is
required on the level of technical
capacity-building which can be provided to
civil society orgs for project implementation.

  • -The private sector is often a member of CCMs,
    however its involvement has not yet been defined
    in proposals and in the implementation process.
    Contributions/support from the private sector
    need to be better defined.
  • - To ensure more active contribution of the
    private sector.
