GSA EXCESS AUCTION PROCESS

• Regulation
• GSAXCESS Federal Management Reg 102-36
• GSAAUCTIONS Federal Management Reg 102-39

• Who Reports and what gets reported?
• All federal property holders
• All items get reported except (FMR 102-36.220)
• Abandonment/Destruction
• Scrap (except aircraft)
• Perishables
• Hazardous Waste or Controlled Substances
• Property is Classified or Sensitive for reasons
  of National Security
• Check Regulation for additional samples of
  non-reported items

• GSAXcess 21 days (14 for furniture)
• will drop automatically over to GSAAuctions
• GSAAuctions no less than 7 days on-line,
  internet auction time

• Report property via Lana Podielsky in DC using SF
  120
• Pictures go to Lana
• Up to 12 pictures and label them accordingly to
  your items being reported

• LOG IN
• Access provided by NUO or GSA APO
• Main MENU (provides you with many options)
• Searching for property
• Advance Search Search and Select (same)
• Many options to search by
• Want list let GSAXcess do the work for you

GSAXcess Search (Contd)

• Found something? Process
• 1 Freeze it (lets GSA know your interested)
• 2 Allocated the next day by GSA (14 days
  allowed to complete process once allocated)
• Generates electronic SF 122, Transfer document
  via e-mail
• Print, get to your Accountable Property Officer
  for signature
• Fax to GSA for their signature
• 3 Transfered in GSAXcess system by GSA we
  send signed SF 122 to Property Custodian and
  Ordering Agency
• 4 Pick up or shipment of new treasures from
  A to B

GSAXcess Reporting Excess

• Obtain information about item being reported
• Take all necessary pictures have in .JPG format
• Input into GSAXcess (Main Menu, Create Report)
• FEPP people, forward your information to Lana
  Podielskys office in DC they will input into
  GSAXcess and submit your pictures for you

GSAXCESS COMPUTERS FOR LEARNING (CFL)

• Report accurate information use the worksheet
  to help you
• Group like items dont mix Intel Pentium 4s
  with Pentium 3s, Dells with Gateways or CPUs
  with Printers
• Report into GSAXcess under approprtiate FSC code
• Schools Educational Non-Profits use the
  COMPUTERSFORLEARNING.GOV web site to go searching

GSAXCESS COMPUTERS FOR LEARNING (CFL)

• E-mail notification when FREEZE occurs
• ALLOCATE/CONFIRM ALLOCATION on line (7 day
  response time)
• Generates transfer document to Freezer
• They print, sign, annotate shipping instructions
  and fax to in top left corner of transfer
  document
• Shipment/Pick-up occurs GOVT DOES NOT PAY FOR
  PACKAGING NOR SHIPMENT OF CFL ITEMS
• REMEMBER 7 DAY PROCESS !!!

• Contacted by Sales Contracting Officer (SCO)
• Agree on dates for auction and confirm write-up
  accuracy
• On line for no less than 7 days
• Watch your items live bidding
• Sale closes - GSA takes care of money collection
  and all paperwork

• Sale closes 10 business days for items to be
  picked up by purchaser
• Let your SCO know if buyer needs pickup extension
  time
• Any contract issues contact SCO for direction
