New Procurement Tools
  • May direct source below the Simplified
    Acquisition Threshold (SAT) to eligible firms.

  • CO determines Price is Fair and Reasonable.
  • May direct source above the SAT if
  • Source is Responsible Eligible,
  • Award does not exceed 5 Million, and

Prime Contracting Procurement Goals
  • The Secretary of Veterans Affairs shall establish
    prime and subcontracting goals for VOSBs and
    SDVOSBs
  • SDVOSB goal cannot be less than 3 of total
    dollars, as required by PL 106-50

Subcontracting Changes
  • VA will establish a review mechanism to ensure
    subcontracts awarded by VA prime contractors go
    to eligible VOSB and SDVOSB concerns.

Eligibility Requirements (1)
  • Businesses must be registered in VetBiz.gov
    Vendor Information Pages (VIP).
  • VA will verify the ownership and control of the
    company and the status of veteran owners.
  • Businesses in the VIP database on Dec 22, 2006
    are presumed eligible for one year.
  • Some surviving spouses are eligible for 10 years
    unless they remarry or sell their ownership
    interest.
  • Veteran was rated 100 service-connected or
  • Veteran died as a direct result of
    service-connected injury.

Eligibility Requirements (2)
  • Providing ownership and control information is
    optional. Veterans may continue to sell to VA
    without verifying their status.
  • HOWEVER -
  • Participation in the set-aside and subcontracting
    programs is limited to eligible businesses
    registered in VetBiz.gov VIP.

Reporting Requirements and Oversight
  • Firms willfully misrepresenting status shall be
    debarred from VA contracting.
  • Yearly report to Congress will include
    Departmental and Administration achievements by
    dollars and percentage of total procurement.
  • The Federal Procurement Data System (NG) will be
    the official repository of data used to determine
    accomplishments.
  • GAO will annually assess VAs Veterans First!
    Program. Comptroller General will report findings
    to Congress.
