3The framework
- The Emilia-Romagna region considers the
development of new technologies as one of the
main action lines of all its policies to - create an environment favourable to the
development of e-government for all its public
administrations, - sustain the economic development of the local
enterprises, - support the development of information society,
- support the growth of initiatives in the field of
RD.

- For these reasons it has produced
- a regional bill Regional development of
Information Society that gives the regional
government a strong role in the promotion of
initiatives for the development of
infrastructures, services and information systems
in accordance with all regional actors - a Regional ICT plan for 2002-2005 which concerns
and invests in 2 main areas applications and
infrastructures - a programme supporting RD initiatives.

- The regional bill Regional development of
Information Society gives the regional
government the role to activate infrastructures
and telecommunication networks it also
identifies the management model of the ICT
development in the regional territory it has
designed a governance structure composed by a
scientific committee, a legislative-economic
committee and a committee for the definition of
the policies and co-ordination with all local
authorities.

- Regarding the infrastructures two kinds of
interventions have been devised. At the
organisational level the Region endorses the
creation of a top level ASP centre aimed at the
regional public administrations, whilst at a
physical level it supports the diffusion of
broadband.

9The broadband diffusion initiative
10The goals
- Our strategy in this area has the following main
goals - to create a modern communication network for
local public administrations to allow for the
appearance of innovative information systems with
a technology life of (at least) 30 years and the
availability of advanced services such as
videocommunication - to promote a one-stop-shop approach for
commu-nication services for all local PA within
the region

- to make the region as a whole more competitive by
improving and easing access to broadband services
for businesses and citizens as well - having the
telecommunication operators extend the
infrastructure (last mile) - to reduce the geographical digital divide.

- The first phase carries out the construction of
the primary network

- The first phase is carried out with geographical
sections following one another - it started in June 2003 and it is expected to
finish by the end of 2006 - it will create a point of access in each
municipality with a band of 100Mb/sec or 1Gb/sec
(depending on the population) - it will reach at least 90 of the population with
optic fibre. Remaining areas will be covered by
satellite or xDSL - the regional investment for the infrastructure is
around 35 million the total investment
(including local operators) is around 85
million.

23The projects second phase
- During the second phase MANs will be built .

- The aim of the second phase is to build the MANs
that will cover municipal areas this phase can
start before the completion of all the sections
of the first phase and deals with the issue of
the last mile, mostly with optic technologies.
This phase will start in 2004 and should end by
2006. Public investment is in the region of 40
million the total investment (including the
investment by local operators) is expected to be
around 100 million.
