• Topic Realign Infantry Operations Chief Course
  (IOCC)
• Background MGySgt/MSgts have been relieved of
  duty as
• operations chiefs due to lack of operational
  training skill sets.
• Discussion The IOCC provides Ops Chiefs within
  the Ground
• Combat Element with the tools to function as an
  ops chief at the
• battalion level.
• Recommendation Establish mirror course on west
  coast
• Advanced Infantry Training Company and increase
  personnel to
• support courses at two locations. Recommend that
  successful
• completion of IOCC be mandatory within one year
  of selection to
• 0369 MSgt or return to operating forces.
  Mandatory for selection
• to MGySgt by FY10.

• Topic Infantry Unit Leader Course (IULC)
• Discussion The IULC provides Infantry Unit
  Leaders
• within the Ground Combat Element with the tools
  to
• function as a small unit leader at the company
  level.
• Recommendation Recommend that successful
• completion of IULC be mandatory within one year
  of
• selection to 0369 SSgt or return to operating
  forces.
• Mandatory for selection to GySgt by FY10.

  0369 Representation
• Discussion Currently there is no senior
  enlisted
• representation from the operating forces present
  at the
• IOAG.
• Recommendation That Commanders be highly
• encouraged to bring their senior enlisted
  infantry
• advisor.

• Discussion Different commands have different
  policy and
• interpretation for awards. SecNav instruction
  with regard to
• the CAR is open to different interpretation by
  commanders
• as written. Existing guidance is complex and
  confusing.
• Recommendation Rewrite guidance to clarify
  criteria and
• standardize policy in the following manner
  individual must
• have participated in a bona fide ground or
  surface combat
• action during which he/she was exposed to hostile
  enemy
• action and performance was satisfactory.

• information pertaining to the 03xx Occupation
  field.
• Recommendation Provide a link under the PPO
  website for
• the infantry advocate to disseminate information.

• Discussion Currently MERS is not a funded
  program on
• the Program Objective Memorandum (POM).
• Recommendation Should be fully funded to
  enhance the
• fighting capability of the Marine Rifle Squad.

• Discussion Currently the MEP does not have
  sufficient
• exposure, it is therefore not being utilized to
  its fullest
• potential. As a result, it is causing individual
  Marines to
• purchase their own equipment.
• Recommendation Provide exposure to infantry
  units
• in order to maximize its full potential.
