1998 Global Agreement Canadian Understanding
  • Obligation to initiate gtr adoption (if not
    abstaining)
  • No obligation to adopt part or all
  • must advise Secretary-General of any decision to
    not adopt the gtr and the basis for that decision
  • National regulations could incorporate
  • only parts of gtr requirements - modules
  • include additional requirements beyond gtr .
    But will jeopardize global harmonization
