Title: Environmental reporting for policy evaluation purposes
1Environmental reporting for policy evaluation
purposes
- Ieva Rucevska
- Tbilisi IEA workshop, 26-28 November
2Environmental reporting for policy-making
purposes
- Almost without exception, the dynamics of an
environmental issue is always a combined result
of internal, often hidden dynamics and the
impact of a collection of policy measures
3Role of policy
Domain of policies
Domain of environmental issues
4What policies influence the dynamics of a given
env. issues?
Domain of policies
Domain of environmental issues
5Policy effects and effectiveness
- Effects the impact of policy mix on a given
environmental issue (example of Environmental
Impact Assessment requires action in construction
work) - Effectiveness actual vs. planned or desirable
performance of a single policy (does the existing
policy air emissions?)
6Analysis of the policy effects
- Determaining issue status
- Identification of policies related to the issue
policy context - Scan for policy gaps
- Search for cross-sectoral linkages
- Summary of overall effects on the issue.
7 8Analyses of policy effects
Issue Passenger-km by rail and bus/coach, GDP
per capita, and car ownership in AC countries
Policy context A. National policies B.
Regional policies e.g., on sustainable
transport C. International policies e.g., on
negative impact of transport
Policy gaps A. Relevant policy not in place B.
Policy not implemented C. Policy misfunctioning
Source EEA Indicator Fact Sheets
Cross-sectorial linkages climate change -gt air
pollution -gt human health
9Identification policy gaps by type of policy
instruments
Status of implementation policy in place,
funding allocated under considerstion
10Analysis of policies effectiveness
- Identify and list current policies and
legislation with a significant effects on the
environment - Identify performance criteria for the selected
policies - Evaluation selected policies - are the outcomes
and outputs meeting the objectives of the
measure?
11Examples of performance criteria
- Standarts e.g., water quality standarts for a
variety of issues - Policy specific targets e.g., official
development assistance shall reach 0.4 of GDP - Principles e.g., the policy should contribute to
the increase of environmental literacy - Benchmark e.g., highest percentage of households
connected to sewage system in a comparable entity
in the same juristiction. - etc.
12Analysis of policies effectiveness
Environmental context Reduction of GHG is not
sustainable. The emisson level of 1990 is
expected to to be exceeded already.
- Policy context
- Kyoto Protocol UNFCCC
Evaluation of policy - reduction of GHG by 6
Hungary, Poland, and 8 by other AC countries
