Definitions for Carrier Sales
Definitions SCIC - State Criminal
Information Center, which is the State system
managed by State Police. This is the main
Database connection. This checks state Wants and
Warrants, in State DMV and Stolen Vehicles.
NLETS- National Law Enforcement
Telecommunications System. Access is through
SCIC, for out of state vehicle driver License
queries The new official name is now The
International Justice and Public Safety
Information Sharing System. NCIC -
(National Crime Information Center). NCIC holds a
national database of stolen vehicles, stolen
license plates, wanted persons, as well as wants
from Interpol, US Customs and Border Patrol and
similar Federal systems. Not all Federal
databases are searched by NCIC. Depending on
the State and what Bio-Key has either included as
lookups or is allowed by the individual
State for mobile access, we can also check boat
registrations, aircraft, stolen items,
stolen guns, gun registration, registered sex
offenders, parole/probation, missing
persons, restraining orders and similar State
managed databases. The Division of Motor
Vehicles also controls access to Driver License
photos. If they are made available to
local agencies these are delivered when a query
is run. There is a host of other State and
Local databases that can be connected to the
system but these are the important ones to
know. Access to databases is all driven by the
host agency.

Switch is usually called a different name in each
state, even though the description of what it
does remains the same. Note The
Kentucky state switch is called LINK ( Not sure
of the break down of acronym ) The Ohio
State Switch is called LEADS ( Law Enforcement
Access Data System ) There is also another
important Data source in Ohio called OLLESIN
All queries go to the state switch, pull
state specific information and then also are
routed to NCIC and NLETS for more
information.
