CSREES-Land Grant UniversityIPM Programs
  • Michael Fitzner
  • Director, Plant Systems
  • Cooperative State Research, Education,
  • and Extension Service
  • U.S. Department of Agriculture

2
Long-Term Goals Are Containedin the National IPM
Roadmap
  • Roadmap serves as the national strategic plan for
    IPM
  • Three primary goals
  • Improve the economic benefits related to the
    adoption of IPM practices
  • Reduce potential human health risks from pests
and the use of IPM practices
  • Minimize adverse environmental effects from pests
and the use of IPM practices
  • In three focus areas
  • Production agriculture
  • Natural resources recreational areas
  • Residential public areas
  • The IPM Roadmap is available at www.ipmcenters.org

3
Two Key IPM Programs
  • Extension IPM Implementation Program
  • 10 million distributed to 1862 land-grant
    institutions by formula
  • Regional IPM Centers
  • lt1 million per center (core funding)
  • Regional IPM Grants Program
  • NC, NE, South, West

4
Extension IPM Implementation Program
  • Goal is to help agricultural producers and other
pest managers gain confidence in alternative pest
    management strategies
  • A great range in the capacity and focus areas of
    state programs across regions nationally
  • Go to www.pprs.info for state plans reports
  • An Extension IPM coordinator is located at each
    1862 institution
  • List is available at www.ipmcenters.org

5
Extension Programs Help Get IPM Implemented
  • Educational leadership, including training
    programs and publications
  • Applied research and demonstration
  • Data collection and analysis
  • Information management systems and communications
    networks
  • Technical assistance, including diagnosis

6
Regional IPM Centers
  • Build public-private partnerships
  • Promote needs-based/stakeholder-driven RE
    programming
  • Coordinate needs-based programming
  • Focal point for regional team-building efforts,
    communication networks, and stakeholder
    participation
  • Facilitate response to new/invasive pests
  • Support state-based IPM efforts to help them be
    even more effective

7
IPM Funding Opportunitiesat CSREES
  • COMPETITIVE FUNDING
  • Critical Issues
  • Regional IPM Centers (every 4 years)
  • Crops at Risk (CAR)
  • Risk Avoidance Mitigation (RAMP)
  • Methyl Bromide Alternatives (MBT)
  • Integrated Organic Program
  • Pest Management Alternatives (PMAP)
  • Regional IPM Grants Program (RIPM)
  • Sustainable Agriculture RE (SARE)
  • Water Quality Program

8
IPM Funding Opportunitiesat CSREES
  • NON-COMPETITIVE FUNDING (Base)
  • Hatch Smith-Lever
  • Minor Crops Program (IR-4)
  • Pesticide Safety Education Education ( PAT)
  • Interagency Agreement with EPA
  • Goal is to help pesticide applicators use
    pesticides safely effectively
  • Special Grants

9
What Can IPM RE Contribute to Conservation
Programs?
  • New technologies strategies that can reduce
    risks to identified resources
  • Technical expertise trouble-shooting
  • Educational capacity
  • Preparation of manuals fact sheets
  • Training programs for TSPs, NRCS field staff,
    growers

10
What Can IPM RE Contribute to Conservation
Programs? (cont.)
  • Develop standards specs for NRCS IPM practice
    (501)
  • Support for IPM practices more likely when the
    elements of IPM are defined
  • Provide justification for cost-share
  • Provide leverage producers/practitioners need to
    receive cost-share payments
  • Useful for calculating fair market costs of IPM
    implementation

11
Conservation Programs Provide a Great Opportunity
for IPM to Contribute
  • Focused on target areas with documented
    environmental need
  • Opportunity to showcase IPM and document
    successful impacts
  • One stumbling block is that the area where
conservation project is being implemented may not
coincide with areas where Extension has delivery
    capacity
  • Extension is stretched thin in most states
  • Not a lot of excess capacity
