- 20 energy saving
- 20 share of renewables , including 10 biofuels
in transport fuel - Endorsed by European Council in March 2007 and
Parliament in September 2007

6Green Paper on Urban Transport
- Green Paper "Towards a new culture for urban
mobility - Adopted by the Commission on 27 September 2007
- Addresses five main themes
- Free-flowing towns and cities
- Greener towns and cities
- Smarter urban transport
- Accessible urban transport
- Safe and secure urban transport
7Green Paper on Urban transport (2)
- Towards greener towns and cities
- New technologies
- Further promotion of new technologies could be
achieved through - Economic instruments, such as incentives for
purchase and operation of clean and energy
efficient vehicles by public authorities - Non-economic instruments, such as restrictions
for heavy polluters and privileged access for
low-emitting vehicles in sensitive areas - and joint green procurement
- Some authorities have improved the environmental
performance of their public transport fleet and
taxis by procuring cleaner vehicles and offering
economic incentives to private operators. ()
Joint procurement of clean and energy-efficient
vehicles by public authorities could accelerate
the building of a market for new technologies and
ensure their economic viability. - The Commission is already providing support for
the development of joint green procurement
schemes by public authorities across the EU
through pilot projects. On the basis of the
results of these projects, the Commission could
envisage a wider application of such measures."
