INSTITUTIONAL ARRANGEMENT FOR FOOD TRANSPORTATION
  • The Deputy Commissioner (Supply) makes allotment
    to the Subdivision levels. SDO appoints nominees
    for lifting the rice from FCI
  • The DI of Schools after getting the allotment
    gives allotment to the schools. Managing
    committees lifts the rice from the wholesale
    point.
  • On experimental basis the Fair Price Shop is
    being tried out as the lifting point for the
    schools.

  • In the earlier cases the SMC had to arrange for
    the transportation from the lifting point to the
    school.
  • To relieve the SMCs of the problem FP shop
    outlets are being tried in some districts
  • The Transportation cost is paid through DRDA. The
    Wholesalers submit the transportation bills to
    the PD DRDA who makes the payments

  • There had been problems earlier when the
    allotment was late. But in the past year these
    problems have been avoided.
  • The topography of the state is not very friendly.
    There are areas which are remote and inaccessible
    by any type of transportation. Some locations
    needs head carriage for kilometers together. The
    head carriage cost is not borne by the
    wholesellers.

INSTITUTIONAL ARRANGEMENTS FOR CONVERSION
  • Mechanism for budget releases The DEME releases
    the amount to the Deputy Commissioners who in
    turn release it to the Deputy Inspector of
    schools . The DI releases the amount to the
    School Managing committee. The conversion cost is
    released to the School managing committee through
    crossed cheques on half yearly basis. Proper
    guidelines are issued to the SMCs on the
    utilization of the same.

  • The releases are made in advance. Whenever there
    is delay the managing committees are requested to
    manage with their own resources which are
    reimbursed later on.
  • The implementation of MDM has been entrusted with
    the SMC /Community. Wherever there are SHGs
    especially of the women groups, the
    responsibility of cooking and serving has been
    given to them. The districts have identified
    these groups and notified.

GUIDELINES ON CONVERSION
  • Trainings have been organized for SMCs and
    Community leaders on MDM. The Teachers are also
    provided training on MDM. A module on MDM has
    been included in the Training module for Teachers
    training for 20 days under SSA.
  • DIETs have developed a hand book on MDM
  • The State had meetings with the National
    Nutrition Board to work out illustrative menus
    for providing nutritional meal containing the
    prescribed calories and protein contents. The
    same has been printed in the Front inside cover
    of the Free exercise books that has been
    distributed to the children in primary schools

Implementation arrangements and reviews
  • Regular Reviews are held by the Education
    Secretary in the State Level in the Monthly
    Meetings
  • District Level Coordination Committees have been
    notified which meet regularly on monthly basis to
    review the implementation of MDM.
  • Each Supervisory officer in the Department is
    required to inspect certain number of schools in
    a month. The same is reported in the review
    meetings. Besides the BDOs and EACs have also
    been asked to visit schools on their visits to
    the areas under their jurisdiction and share the
    findings with the department in the review
    meetings.

  • Inspections are also done during the routine
    visits by the BRCs and CRCs
  • There are deficiencies in the system and efforts
    are made to take up corrective measures.
  • The State being a six schedule area the PRI
    institutions are not present.
  • The State has entrusted the SRC of NEHU with the
    Third Party Evaluation of the MDM

Out Come Monitoring
  • The Third party Evaluation is expected to bring
    out many details which currently have not been
    brought to the notice of the State Govt.
  • The Nutrition Profile/ Regular Health Check ups
    are on the cards.
  • The Impact Assessment Study will be undertaken by
    the State in the end of the Year.

Para wise reply to the PAB on MDM
  • Para 4.1 The schools which are receiving
    assistance from Tribal Welfare did not receive
    MDM from DEME. MDM is not issued to RKM schools.
  • Para 4.2 All the Tables have been rectified
  • Para 4.3 The grant was released with advance from
    CF prior to receipt of first installment of fund
    from GoI. District wise releases are shown in
    Annexure 1.
