Program
  • The Food, Conservation, and Energy Act of 2008
    was enacted June 18, 2008. The act created
    several new disaster programs. To be eligible
    for these programs, producers must purchase at
    least CAT level of crop insurance for all
    insurable crops and/or NAP coverage for
    non-insurable crops.

Risk Management Purchase Requirements
  • To be eligible for assistance under the
    Supplemental Agricultural Disaster Program,
    producers must obtain a a plan of insurance for
    each insurable commodity on the farm and, for
    each non-insurable commodity, the producer must
    file the required paperwork and pay the
    administrative fee by the applicable State
    application closing date for NAP.

Risk Management Purchase Requirements
  • According to the 2008 Act, a farm is defined as
    the sum of all crop acreage in all counties that
    is planted or intended to be planted for harvest
    by the eligible producer.

Wavier Provisions for 2008 Crop Year
  • Sales closing dates for Crop Insurance and
    application closing deadlines for NAP have passed
    for 2008 crop year for all insurable and
    non-insurable crops. For 2009 crop year only, a
    waiver has been authorized in the 2008 Act to
    allow producers to pay a buy-in fee by September
    16,2008 to be eligible for Supplemental
    Agricultural Disaster Assistance for crops for
    which they did not purchase crop insurance or NAP
    coverage for 2008.

  • The 4 programs subject to the Risk Management
    Purchase Requirements and subject to the waiver
    provisions as provided in the 2008 ACT.

BUY-IN FEE
  • The buy-in fee for CAT is 100 per crop, but no
    more than 300 per producer per county not to
    exceed 900 for all counties less previously paid
    fees for CAT.
  • The buy in fee for NAP is 100 per crop, but no
    more than 300 per producer per county not to
    exceed 900 for all counties less previously paid
    fees for NAP.

BUY-IN FEE
  • Producers must buy-in for all non-insurable and
    insurable crops that arent already covered by
    crop insurance or NAP. The buy-in fees for CAT
    and NAP are calculated separately. The buy-in
    fees must be paid to your Administrative County
    Office by September 16, 2008 to be eligible for
    coverage.

2009 and Future Crop Years
  • For 2009 and future crop years, producers are
    required to timely purchase at a minimum, CAT
    insurance and/or NAP coverage for all crops to be
    eligible for programs covered under the
    Supplemental Agricultural Disaster Assistance
    Program.

2009 and Future Crop Years
  • This requirement includes coverage for crops such
    as Forage Production and Pasture for grazing or
    any other land that contributes an economic
    benefit to the farming operation.
